<br />regulation in the ordinance regarding this situation. ' Councilman Bond stated that

<br />he did not entirely approve of the provision ih Section 7, allowing the transfer of ::~
<br />plates from one bicycle to another for persons renting bicycles and that Section
<br />10 allowed no person to ride or operate a bicycle on the sidewalk except for
<br />delivery of papers or merchandize and then only in residential sections ~f the
<br />City. He stated that he thought that this should be changed to allow chlldren at
<br />least under a certain age to ride on the sidewalk. Councilman Bond also stated
<br />that there had been $189.56 contracted for plates, seals, and printed matter and
<br />that he thought that et., ieasit':.t$1.51~)€lOc sho1}:i:ld be set as ide for prizes. Councilman
<br />Hawn stated that he had a meeting during the afternoon with the Parent Teachers
<br />Association regarding the swimming pool and that the matter of the Bicycle
<br />Ordinance had been brought up at that time.. He said he was heartily 'in favor
<br />of setting aside a sum of money for contests for bicycle riders and that a
<br />suggestion had been made that the contest should be divided as to ages; that there
<br />should be one prize for the grade schoo~, one for the Junior Highschools, and one
<br />for the Highschool, and that he recommended the amount of $100.00 be set aside.
<br />The matter was left in the hands of the committee to work out amendments to t~e
<br />present ordinance.

<br />At this time, Councilman Hawn was excused from the meeting.

<br />Mayor Large repar ted that two dog 1 icenses had be,en purchased one day
<br />for the same dog for the H. M. Wheeler family and that they were requesting a
<br />refund for one of the licenses, No. 1174. On motion made and seconded, it was
<br />17, ordered that this refund be made.
<br />
<br />A request from Mrs. J. H. Brown for a refund of fifty cents for a
<br />Sewer permit, No. 97Q4, at 1490 West Fifth Avenue was read. Mr. Clubb explained
<br />that this permit was not used and on motion made and seconded, the request for
<br />18 __ refund was granted.

<br />A letter from the Board of Appeals was read, stating that they had
<br />received a request from L. J. Zumwalt, owner of the business block located at
<br />the northea'st corner of the intersection of Willamette Street and Seventh Avenue,
<br />asking for a permit to erect a balcony in the office room at 9 East Seventh
<br />Avenue. This room is twelve feet by forty-two in dimension, and he asked that
<br />he be allowed to erect a balcony twelve feet by twenty-six feet. This is more
<br />than 50% of' the floor area and the Building Code allows only 33 1/3%. The letter
<br />also stated that they felt, owing to the uncertainty of the class of merchandize
<br />stored, tha t the request should be denied. On Illotion made and seconded, the
<br />19_ recommendation of the Board of Appeals was adopted.

<br />The following eurb Cut applications were presented: Clyde McDougall,
<br />1418.West Broadway, and T. A. Schofield, 1144 Polk Street. On Motion made and
<br />seconded, the requests were granted.
<br />
<br />Departmental monthly r,eports were read and ordered placed on file.
<br />They included the Public Library, Police Department, and Sewage Charges. The
<br />Enging~ers monthly report, al so the yearly report of the Engineers, was read and
<br />ordered placed on file.

<br />A letter from Mr'. and Mrs. L. G. McCall regarding their curb pump
<br />located at twenty-second and Emerald Street, was read. They were requesting that
<br />they be allowed to keep the pump in service,their excuse being that it was
<br />located so far out and that it was a means of helping them out with the revenue
<br />for the store. It was the recoITlliendation of the Council that the pump would have
<br />to be removed.

<br />A letter from City Engineer, C~ubb, statigg that complaints had been
<br />received because the children going to school on Viest Broadway have to walk in
<br />the street on account of no sidewalk between Ven Buren and Taylor, was read.
<br />The letter explained that there were funds left in the Sidewalk Revolving Fund
<br />that could be used to contract this sidewalk if the Council so desired. A motion
<br />was made and seconded and carried that the proper steps be taken to provide this
<br />sidewalb, and that the Recorder be instructed to advertize 'for bids.

<br />A letter from D. R. French, representing the Lane County Humane Society,
<br />requesting that Lawrence Buckley be deputized as an officer for the Dog Control
<br />Board, was read. 'On motion made and seconded, this request was granted.

<br />'l'he Recorder reported tha t the Northwest Cities Gas Company and the
<br />Oregon Electric Railway Company had paid their Franchise taxes for the year 1941.
<br />
<br />There had been a request from the Studley Estate for the cancellation
<br />of a Lien on Lot 6, Block 7, Huddleston Addition and at this time a resolution
<br />authorizing the Mayor and Recorder to issue a Q.uit Claim Deed to the Studley
<br />Estate was read. On motion made and seconded, this resolution was adopted with
<br />the provision that Attorney Calkins was to examine tlle records at the Court House
<br />and that if he found that the City had lost their rights, that the deed would be
<br />26 \ issued.
