<br />At this time, Councilman Brownson arrived.
<br />Mr. Shumaker stated that it was necessary that control headquarters be set up,
<br />that under present conditions things were running at loose ends for a lack of
<br />centralization. He stated that it was the Army's recommendation that there should
<br />be five phone trunk lines installed for the headquarters but that it was imperative
<br />that headquarters with at least one telephone line be installed. There was
<br />considerable discussion,by the council regarding what set-up was immediately
<br />necessary. Nlr. Howard 1V1erriam, Co-ordinator for the Lane County O.C.D. was
<br />present and stated that he had to r~ke extensive monthly reports to the Army
<br />regarding the Lane County work and that one of the questions in this report was
<br />what was the City of Eugene doing. He said that so far he had to report that there
<br />was nocentral headquarters and that it was quite likely that there might be some
<br />orders issued from the Army regarding the situation. A motion was made by
<br />Councilman Hawn and seconded by Councilman Brownson that money b~ appropriated
<br />out of the Emergency Fund until July 1st for an office to be set up in the City
<br />Hall and that one trunk-line telephone be installed; the location of the office
<br />to be determined by Mayor Large and Mr. Shumaker. This motion was carried.
<br />Councilman Stewart explained that if this headquarter were set up in the Fire
<br />Department that he thought a Fireman could be delegated to answer the phone. The
<br />matter of Emergency Casualty Stations was brought up and it was explained that
<br />Dr. Thompson expected these three stations to be installed, but he supposed one at
<br />the Eugene Hospit~l, one at the Walker Clinic, and one at the Sacred Heart
<br />Hospital. Councilman Hawn stated that it seemed to him that the City should order a
<br />at least one of these Casualty Stations. Mayor Large stated that the Government
<br />had an appropriation of a million dollars to furnish suppiies to Cities of over
<br />10,00 population within 300 miles of the coa~t line, and in the list allotted to
<br />Eugene there were two of the Casualty Stations listed. Councilman Bond stated
<br />that it was not definite when the Government would be able to furnish supplies to
<br />Cities of over 10,000, and if the City needed anything of the kind, they would
<br />need it badly and he did not believe it was wise to set up an organization without
<br />something for them to work with. After some further discussion by the Council a
<br />motion was mad~ and seconded that an order be placed for one Casualty Station
<br />at a price of :jp450.00 to be paid for out of the Emergency Fund. This motion was
<br />carried. A motion was made by Councilman Bond and seconded by Councilman 'Hawn
<br />that the palance of the proposed Budget for the O.C.D be referred to the City
<br />Budget Committee.

<br />The Finance Committee reported n~gardillg a proposal from
<br />Adolph and Miriam Stumpf to trade a part of their lot at 2112 Emerald Street for
<br />a part of a lot in that location owned by the City. The City to trade the
<br />West i of Lot 2, Block 23, Gross Addition for the East i of Lot 1 in the same
<br />block. Mr. Farrington explained that this was a good trade for the City, as it
<br />would leave the City a much better... tf'RCt, ~han they': now owned. ~_It, was the

<br />recommendation of the Finance Comm~t eeAt a~ th~s trade be made. Qa motion by
<br />Douncilman Stewart and seco~ded by Councilman Bond, the recom~endation of the
<br />Finance Committee was approved and the Mayor and the Recorder were authorized to
<br />sign the necessary papers to make the transfer.

<br />At this time, Councilman Farrington brought up the matter of
<br />the salary paid Mr. Ray Pence in the Recorder's Office. ne pointed out that Mr.
<br />Pence was receiving only $115.00 a month and that he thought he was entitled
<br />to more money, and that he wished to make a motion that Mr. Pence be paid $125.00
<br />a month for the months of April, May, and June. Councilman Bond stated that he
<br />was friendly to the suggestion of Mr. Farrington regarding the change in this
<br />salary, but that he did not believe it was a good plan to make the change before
<br />the first of July when the new Budget would go into effect. He stated that if a
<br />change were made at this time, there might be others wishing changes and he did not
<br />think it was a good policy to Change before Budget making time. Mr. Farrington
<br />stated that Mr. Pence was receiving the lowest salary of anyone and that he did not
<br />think it was right. The motion of Mr. Farrington was seconded by Mr. Stewart and
<br />all Councilman present voting Aye, except Councilman Bond, who voted no. The
<br />motion was declared carried.

<br />Councilman Farrington, chairman of the Finance Committee,
<br />presented the bills for the month of March, 1942, with a recommendation that they
<br />be allowed and warrants drawn for the same. The ayes and nays were called,
<br />councilmen voting aye: Bond, Farrington, Koppe, Barette, Stewart, Brownson, Hawn,
<br />and Pennington; nay, none. The recommendation was unanimously approved.
