A motion was made, <br />;; seconded, and carried that the Commission refer each individual request to the ~ <br />i 15 ii Council and that the Recorder be instructed to ask the Commission to furnish more '-*~ <br />i detailed report regarding the request of Earl Ramsey and the Monroe Lumber Company as <br />~; to just what streets tlley wished to use and that requests for this type of hauling <br />i! should state at what point they wished to enter the city' and jast what streets they <br />J wished to travel over. <br />d <br />.;1 <br />lj The requests for these permits brought protest from different members of the <br />;: Council regarding the speed a t which logging trucks were travelling over the StreetSj <br />H of the City of Eugene, and the bad condition of mufflers on logging trucks and othe~ <br />;! hauling trucks wi thin the City, and also the excessive and unB.ecessary use of <br />II musical horns and other horns. Councilman Hawn stated that he could see no excuse <br />16 ~ for the excessive 'speed allowed the trucks on the City streets and that he did not <br />ii like it at all. Councilman Koppe said there had been an accident by' one of the trucks <br />:1 on 6th Street recently. A motion was made by Bond and second ed by Farrington tha t <br />:i the speed of trucks should be enforced to the letter of the law and also tha t the <br />il use of defective mufflers and loud horns should be curtailed. The motion was carrieki. <br />iJ <br />" A letter from the Standard Oil Company regarding installation of gasoline <br />;; facilities at the new airport was read. This letter explained that owing to the <br />l71! present conditions caused by the war that the installations at the airport promised <br />;1 by the Standard Oil Company would no t be made at this time. <br /> <br />~ A petition signed by ei~ht citizens, requesting that a certain part of <br />18 ~i Riverwood Addition now lying outside of the City limits be annexed to the City <br />:1 was read. No action was taken by the Council a t this time. <br />'I <br />Ii A letter of resignation from Claude R. Bradway, employee of the Fire <br />19 Ii Department, was read, Mr. Bradway requested that this resignation take effect as <br />~ of July 15, 1942. The resignation was accepted. <br />': <br />'I <br />II A letter from D. W. Carley, Police Pa trolman" requesting a leave of absence, <br />'I Ii stating that he is enlisting in the United States' Navy, and asking that the <br />20 :! <br />, :: leave of absence be effective as of August 1, 1942 was read. A motion was made <br />, :; by Bond and seconded by Farrington, and carried, that this leave of absence be <br />;1 granted Mr. Carley. <br />:J <br />I' Mayor Large at this time explained that it seemed to be necessary to make <br />'! some relaxation of rules regarding applications for positions in the Police and <br />~ Fire Departments. He stated that it would probably be necessary to raise the age <br />:1 limits and that the present requirement regarding a year's residence inside the <br />;; City before appointment should be waved for the duration of the war. Councilman <br />!; Hawn exolained that he was not a menber of either the Police or Fire Committee <br />21;; but that the matter had been called to his attention and that he thought some such <br />': arrangement should be made. After some discussion on this subject, a motion was <br />:imade by Hawn and seconded by Farrington that the requirement of a year's residence <br />i' in the City prior to appointment be wavee for the duration of the war on the condi- <br />J tion that the applicant should establish his residence inside the City limits, and <br />I: that such appointments would be only for the duration of the war. The motion was <br />Ii: carried. <br /> <br />1:, <br /> <br />;! At this time Mayor Large stated there was a vacancy on the Police force and <br />22'1 tha t he wished to appoint Ervin C. Joll for this position, to commence work on <br />:'i July 15, 1942. On motion made, seconded, and carried,' the appointment was confirmed. <br />" <br />I, <br />i, Mayor Large also stated that there had been applications received from <br />;; brothers to serve on the Fire Department and asked if the Council thought there was <br />231 any objection to appoihting one or more brothers to work in different departments. <br />i; It was the census of the Council that there was no reason why this should not be done. <br />" <br />I . <br />!; The Recorder explained that in the six months budget for 1942 in the ~treet <br />dDepartment the sum of $1000.00 hf;d been set up as repairs for bridges over hhe <br />::Mill Race and the Amazon, that at the end of June, 1942, this work of repairing <br />24': the bridges had not been completed and there was a balance of $140.07 left in this <br />;: fund, that the Street Department was asking bhat this balance be carrie~ over <br />I ::as a special fund to com:plete the job. A motion was made by Bond and seconded <br />::, by Farrington that this $140.07 be carried over as a special fund to help complete <br />. ~the work on the bridge repairs. The motion was carried. <br /> <br />:: A letter from Henry A. Tromp, requesting cancellation of the twenty-five cent <br />1i sewer charge on a bill for the '11. o. Russell property at 1163 Oak Street was read. <br />25:: Mr. Tromp explained that he had charge of this property while Mr. Russell w8;s out <br />;[of town and he felt that this twenty-five cent sewer charge should not be placed <br />:~on this bill.
