R. ,Hughes, caretaker of the Dump Grounds was read the first time and I k.rn"-lj passed to its second and third readings by unanimous consent of the Council by ~ " title under suspension of the rules and was placed for final passage. On roll - I I call all councilmen present voting aye; absent, Stewart and Brownson. The Ordinance was declared passed and numbered 8750 . I I , ! The Recorder was asked if the iarbage haulers were complying with the City 'j reguaation regarding the quarterly'50.00 fee for retention of hog food. The , Recorder reported that two of the garbage haulers had paid their license, but , that Bray Bros, had not as yet paid their license or the $50.00 fee for the I '27 garbage. On motion by Bond and seconded by Farrington, a motion was made that the Recorder be instructed to write a letter to Bray Bros. stating tha t the quarterly license fees were past due and should be paid at once. The motion was carried. I On motion made, seconded, and carried, the Mayor and Recorder were instructed , I 28 to sign a contract with the Eugene Rural Fire District No.1, effective for the year beginning July 1, 1942, and ending June 30, 1943. At this time Councilman Farrington stated that he hoped he might get some cooperation from the reporter present. He said that in the park back of the Butte a golden eagle was kept in a cage and that he did not think this was right. 29 : He said it seemed to him that this eagle should be loosed so that he could be I flying high in the air,. and that.. he did not believe that he would ever become I domesticated, and that he viuld.,like to see him turned loose. Councilman Barette I stated that it was his understanding this eagle had been picked up with a I . broken wing and that it would not be able to fly, but that he would make further , investigation. Councilman Hawn suggested that it might be advisable to pass an ordinance 30 i providing a 10% penalty for licenses and fees not paid promptly at the due date. , I There was some discussion regarding the matter but no action was taken.
