<br />i; Mayor Large explained that the Judiciary Committee had asked him to
<br />: contact the County Court in regard to some kind of'a working agreement between
<br />i' the City and the County for licenses for circuses and carnivals. Mayor Large
<br />I, explained tha t he had talked to Mr. Knox and Judge Hurd. and tha t la tel' he had
<br />1 " had a meeting with the two of them; that he had an understanding with Mr. Knox
<br />Ii and Judge Hurd, but that it had not been acted on by the County Court, and until
<br />~ that time there was nothing that could be settled. It was reported that the
<br />;; West Coast Carnival would be showing unde~ the sponsorship of the Disabled
<br />~; Veterans about August 10th, and members of the Council felt that whatever
<br />, arrangements were made with the County should be completed before this carnival
<br />I came to Eugene. After some discussion a motion was made by Farrington and
<br />.' seconded by Noppe tha t l'v~ayor Large be ins tructed to complete his arrangements
<br />with the County Court. The motion was carried.

<br />I Councilman Farrington, reporting for the Finance Committee, stated
<br />" they had an offer from Mr. Wick?trom, through L. Clifton Culp, realtor, for
<br />the north 100 feet of Lot No.5, Block No.6, Croner's Addition. An offer of
<br />$300.00 had been made. Councilman Farrington stated that the Finance Committee
<br />2 felt that this was not enough money for the lot, and were making a counter
<br />offer of $400.00. By motion the recommendation of the Finance Committee was
<br />!, adopted.

<br />;; Councilman Barette, reporting for the Street Department, said tha t repairs
<br />I to the bridges over the Mill Race had been completed, and that they now were
<br />3 I. working on bridges over the Amazon Slough. He said that there had been con-
<br />; siderable work to do on the bridge at 16th and Willamette but that it was
<br />:: almost completed.

<br />t; Councilman Stewart, reporting for the Fire and Water Committee, stated
<br />- that Phil S8rgent and Loren.A. Skirvin had been called to the Army, and that in
<br />I I the last six weeks three men had left the Fire Department for other work. He"
<br />" stated that other men had been recruited for the service and the Mayor had made
<br />4 I appointments to replace the men they were shott, and that the Fire Department
<br />, was really short only one man at the present time. He also stated that the 1l
<br />:: Fire Department had installed the plywood on the walls and ceiling of the new
<br />room of the Fire Department which had been opened last winter. .

<br />;: Councilman Bond stated that he had received a request for a new light at
<br />5 24th and Olive. Councilman $tewart said he knew nothing about the request and
<br />that consequently he had not made an investigation, but that he would investigate
<br />and report back at the next Council Meeting.

<br />At this time Mayor Large said he wished to have the Council confirm tem-
<br />porary appointments for firemen as follows: F.~~ Von Appen, W.R. Fosnaugh, Victor
<br />6 " R. Moore, and Charles H. Walker, and he also wished to appoint Vera Fair
<br />'; stenographer in the Recorder's office, and Dorothy Brown as assistant in the
<br />" Recorder's and Treasurer's offices. A motion was made by Bond and seconded by
<br />Hawn that these appointments be confirmed and that the names be placed on the
<br />monthly payroll. The motion was carried.

<br />~: At this time Mayor Large reported that Robert Lemon hhd stated the 1941
<br />7 audit would be completed in the next two or three days.

<br />!, Councilman Brownson, reporting for the Health Department, said that
<br />8 'I the garbage haulers were having some difficulty with the O.P.A. regarding the last
<br />raise in prices allowed by the Council.

<br />Mr. Brownson also reported that he had been out of town and had been
<br />9 unable to have a meeting with the committee regarding sick leaves fior City
<br />employees. He stated that he would make arrangements for a date for this
<br />Committee meeting.

<br />Councilman Hawn said that he had no report regarding the Parks, but that
<br />'I~ had had been cont.acted by Ed Turnbull and Mr. W. F. Gordon regarding the unpaved
<br />strip in front of the library between the sidewalk and the curb. He said they
<br />10 stated in their request that since the trees had been cut down, the public
<br />I seemed to come across this unpaved parking strip more than before, and this
<br />;! resulted in a great deal of mud and dirt being tracked into the library. There
<br />,I was some discussion regarding the City paying for this work in addition to the
<br />,: regular budget which had been allowed the library. A motion was made by Hawn
<br />:; to refer the matter to the Street Committee to report back. This motion was
<br />;. seconded by Pennington and on voice vote was denied. After some further discussion
<br />,i a motion was made by Farrington and seconded by Stewart that the City not pave
<br />, the strip for the library. On voice vote the Mayor declared the motion carried,
<br />: but Councilman Pennington asked for a roll call. He stated he had not voted
<br />
