<br /> &;1 Councilman Pennington stated that he had had a call ragarding the condition I
<br /> LA' of the water in the sewer at 18th and Washington Streets. He said stagnant water
<br /> was standing there and was a breeding place for mosquitoes. Engineer Clubb
<br /> 11 explained that this was a catch basin where the wateI' ran into a catch basin on
<br /> one side of the street and came out from under on the other side, and tt~t at this
<br /> time of the year the only thing that could be done was to use lime or oil on the
<br /> water to destroy the mosquitoes. During the rainy season there was enough water
<br /> going through to keep it from getting stagnant.
<br /> 12 Councilman Pennington also requested that the City oil the alley way where
<br /> Tenth Street would come through between Hilyard and Alder. Councilman Barette
<br /> : stated the Street Department would attend to this as soon as they could get to it.

<br /> I Councilman Bond reporting for the Police Department, said that a Mr. J. R.
<br /> I Wright of, Irving contacted him regarding the mowing of private lots. He said that
<br /> i Mr. 'Wright had a power mower and was just finishing up working in Springfield
<br /> i and that he would like to mow private lots in Eugene, charging about $2.00 for
<br /> 13: a regular sized lot. The Recorder was instructed to furnish the name and the addre s
<br /> i of this party to the Engineer, Police, and Fire "Department, and that when calls
<br /> regarding private ,lots were received, that they were ,to be given the information
<br /> that Mr. Wright would be glad to do the work.
<br /> I At this time Councilman Farrington requested that the matter of double
<br /> I parking on Oak Street between 9th and lOth in front of the liquor store, he
<br /> 14: strictly 'enforced. Councilman Hawn suggested that it might be well to cut down
<br /> : the parking time on the east side of this block to ten minutes, but the matter
<br /> ~ was left in the hands of the Chief of Police to enforce the double parking ordinance.

<br /> ! Councilman Stewart said that he had been told there were two small boys
<br /> 15!working at the shine parlor in Dean's place. This matter was re~erred to the
<br /> I Juvenile Officer for investigation.

<br /> i A request for a curb cut had been received from Chris T. Wilde, 1193 VanBuren
<br /> 161 Street. ~he Engineer recommended that the cut be granted, and the Engineer's I

<br /> I A report from the City Engineer for the six months ending June 30, 1942,
<br /> 17 regarding the Engineer's office, building permits, valuations for the last ten
<br /> years, the Lien Department, Street and Sewer Departments, and the City Hall, was
<br /> read and ordered placed on file.
<br /> The Recorder reported that communication from the State Industrial Accident
<br /> 18 Commission, stating that the City would be allowed a 25% reduction from base rates
<br /> ,for the year commencing July 1,1942, had been received.

<br /> , Communications from the F'ublic Utilities Commission regarding request for
<br /> !hauling logs and piling over the streets of Eugene was read. The request of the
<br /> :Douglass Lumber Company and Charles McCullock were read and on motion by Bond and
<br /> 19: seconded by Stewart, permission was granted. The Recorder was instructed to write
<br /> ~to the Public Utilities Commission and request more deflnite details regarding
<br /> :the routes for: Kenneth Holbrook, Monroe Lumber Company, Fred Lengacher, McKenzie
<br /> !Lumber Company, L.M. Chapman, Kenneth E. Babcock, Marvin C. Jackson, and Lewis
<br /> ~Doughty.

<br /> A request from Phil Sargent, employee of the Fire Department, requesting a
<br /> leave of absence for the duration of the war, on account of his entering the United
<br /> 20'States Air Corps was read. Also a letter from Loren A. Skirvin, employee of the
<br /> Fire Department, making the same request, was read. On motion made, seconded, and
<br /> icarried, these two requests were granted.

<br /> I A letter from Charles E. Lindsay, employee of the Police Department, asking
<br /> ,
<br /> 'for a year's Leave of Absence was read. His letter only stated that it was in
<br /> ;accordance with Rule No. 26 of the Civil Service Commission, and did not state why
<br /> . he was requesting a leave of absence. Chief Bergman stated he did not think
<br /> 21 Mr. Lindsay was going into the Army. A motion was made by Stewart and seconded
<br /> :by Hawn that this request be denied unless Mr. Lindsay could show that he was
<br /> going into the armed forces. I
<br /> .! A resolution prepared by S. M. Calkins, City Attorney, regarding the payment
<br /> I
<br /> !of certain taxes on the new municipal airport wes read. On motion made, seconded
<br /> 22iand carried, the resolution was adopted.

<br /> Iproperty were recorded in April of 1941, that the County Court of Lane County
<br /> 'Oregon made its levy for the assessment of 1940 and the tax of 1941 on November 30,
<br /> :1940. That there remains on the tax rolls of Lane County, taxes for 1942 and for
<br /> ,
