Councilman Hawn brought up thequestio~ of the City investing <br />.~~ City funds in War Bonds. He stated that there was some $18,000 in the Swimming <br />~..I Pool Fund and about $39,000 in the Sewage Disposal that might be invested in these <br />bonds. After some discussion this matter was referred to the Finance Committee <br />I to report back at the. next Council meeting. <br /> <br />Councilman Stewart, reporting for the Fire and Water Committee, said he <br />6 had investigated reg8;rding the request for a new light at 24th and Olive, and that <br />the committee was recommending that thisre granted. On motion made, seconded, <br />and carried, this light was ordered installed. <br /> <br />The Street Co~~ittee had no report. <br /> <br />Councilman Brownson, reporting for the Health Committee, said that the <br />Health Committee had met with the citizen's committee and Attorney E~ans regarding <br />the matter of sick leave for City employees, which had been referred to his committ e. <br />7 He said it was the Committee's unanimous recommendation that City employees be <br />allowed twelve working days sick leave during anyone year, and this waw not <br />cumulative; no carry-over from one year to another would be allowed, and this take <br />effect for the fiscal year beginning July 1, ,1942. Also, that standard forms be <br />prepared 'for the employee to sign stating that he had been sick and that this form <br />was to be O.K.'d by the head of the department and turned in to the Recorder. A <br />I motion made by Stewart and seconded by Hawn that the recommendation of the Health'" <br />: Committee be adopted, was carried. <br />! <br />, Councilman Brownson also reported that there was some discussion among the <br />8 ~: garbage haulers regarding the O.P.A.' ruling that the advance in rates allowed by <br />: the Council shouldn't be put in effect by the garbage haulers. <br /> <br />Councilman Hawn said he had no report regarding the Parks, but that the <br />9 playground commission had completed negotiations with the University for the <br />use of the swimming pool in Gerlinger Hall, and that arrangements seemed to be <br />very sucdessful. He report~d that there had been $105.95 collected so far. <br /> <br />The Sewer and Police Committees had no report. II <br /> <br />i The Recorder presented the bills of the League of Oregon Cities in the amount ,. <br />I of $416.76 which would be dues from July 1, 1942 to June 30, 1943. Mr. Virgil <br />! Langtry of the League of Oregon Cities was present and explained to the Council <br />: work that the League is doing for the various cities. A letter from the League <br />! attached "to the bills stat~d that on account of" changing conditions it was necessar <br />:! to raise the rate per capita from one cent to two cents. Mayor Large asked Mr. <br />~ Langtry if Bortland was corning in under these 90nditions and Mr. Langtry stated <br />! that the City of Portland was paying in about $5,000 and in addition had made a <br />: special payment of $2,000 for some extra work. Councilman Koppe stated that he <br />~was in favor of maintaining membership in the League of Oregon Cities. Councilman <br />10 ! Stewart said that he was also very much in favor of maintaining membership in the <br />I League. There was some discussion about what the Eugene Water Board paid the <br />League of Oregon Cities for their part of the membership. Mr. Langtry stated tlEt <br />. he was not sure what the payments were but he was of the opinion that they were <br />: for legislative purposes only. A motion was made by Hawn and seconded by Bond <br />: and carried that the matter of payment of this bill be referred to the Finance <br />: Committee and that the Finance Committee take the matter up with the Eugene Water <br />: Board wi th regard to what part should be paid by the Water Board. <br /> <br />At this time the Recorder .read a letter from A. C. Dietz, Juvenile Officer, <br />I regarding the two boys working in Dean's Shine Parlor at 865 Willamette. Mr. Dietz <br />said that he found that these boys were both from poor families and had beenworkin <br />I there for some time, making about $40 or $50 per month. He reported that the law <br />: states that there shall be no minors or juveniles employed any place where beer <br />i or wines are solk, and that he had given the mamagement till Saturday, August 8th, <br />11. to obtain other help. He stated also that he had checked all the places in Eugene <br />where they have a shine parlor and where they also sell intoxicants, and had re- <br />I quested them to obtain older help if they had juveniles working for them~ Mr. Diet <br />! was present at the meeting and stated that the two boys in question were about <br />I 10 and 15years old. He also stated that he wished to thank the Police for the kind <br />consideration shown him since he had been engaged in this work. <br /> <br />CO\lncilman Bond spoke of the small boys selling newspapers Eiround the depot I <br />I and on the streets after 9 o'clock at night. Mr. Dietz said this was a hard <br />: situation to handle but that he had asked the agents for the Oregonian and Journal <br />~ to help keep these small boys off the streets after nine. He stated that after <br />12 I school statted he hoped to be able to keep all of the smaller children off the strets <br />after the curfew time. He said later on he might ask the Council that the curfew <br />be extended from nine to ten, but that he was not ready at this time to make that <br />kind of recommendation. <br /> <br />A letter ~rom the Building Inspector concerning the condition o~ a house at <br />I <br />i <br /> <br />.....: <br />
