On motion made, seconded, and carried the bill ~, <br />~ was ordered paid. <br />l' <br />(j A letter to the Judiciary Committee filed by W. C. Clubb, City Engineer, <br />11 regarding the paving at the corner of 6th and Monroe was read. The letter stated <br />ii that Mr. Coffey had paid in for principal and interest the sum of $407.31 and th at <br />~: on account of an error in the original assessment he should have paid only $316.20 <br />'Ii and that Mr. Coffey should have a refund of $91.11. The letter also steted that <br />il the department wished instructions to clear the Lien Docket by marking the assess- <br />11 :j ment paid in full. Councilman Koppe stated that the Judiciary Co~mittee had <br />~.II studied this 3i tU&.'tion sume, but tha t Mr. Pennington was n.ot present at the time <br />; but that it was the opinion of the Judiciary Comrni ttee that the property should <br />II be re-assessed. Mr. Koppe stated that he felt there was no doubt that Mr. Coffee <br />;! should be refunded his excess payment but that he would like to have the balance <br />il of the letter held over for further investiga tion by the Judiciary Committee <br />t with a view of re-assessing the property and placing the lien where it should <br />J have been at the~start. A motion was made, seconded, and carried that Mr. Coffey <br />~ be refunded the $91.11 and that the matter of re-assessment be left in the hands <br />:1 of the Judiciary Committee for further investigation. <br /> <br />II At thi s time Mayor Large stated that the government had asked that the <br />~ City give fire protection to their radio station which is located about a mile <br />:: north of the Cal Young place, or about four miles from Eugene. He stated that <br />12 ~! he did not suppose the government would figure on paying for thi s service but he <br />:; thought it would probably be a good jesture for the City to agree to this pro- <br />~ tection. A motion was made by Stewart and seconded by Farrington and carried that <br />j the City provide fire protection for this radio station incase of necessity. <br />I' <br />,'I <br /> <br />II A letter from Mrs. Louise Higgins asking that a light be placed at 28th <br />r and Potter on account of the Bird Rest Homeand the Alice Maried Children's Home <br />;' which is located at that point was read. The Recorder also read a letter from <br />'1-- I.J. the Eugene Water Board regarding a light Which the Council had authorized installed <br />/: at 24th and Olive on August 10th, 1942. This letter stated that on account of <br />:: government regulations a priority would have to be secured from Washington, D.C. <br />13 !I before installation could be made. Councilman Stewart said that he had made <br />~ the investigation regarding the light at 24th and Olive and he did not think <br />ii it was an emergency at this time, and that the matter should be left till after the <br />~ duration. This same condition would come up in the request for a light at 28th <br />~; and Potter as the Via tel' Board would have to run a line from 25th to 28th Street, <br />I! so no action was taken. <br />"I <br />, <br /> <br />~ At this time the Recorder read a letter from Juliette C. Givson and <br />:' Mildred Snow at 58 Eas t 13th Street, regarding barking dogs owned by Dave, <br />I': of Dave's Pie Shop at 1331 Willamette. The matter had been referred to the Police <br />14 'Department by the Hecorder previous to the Council meeting and Chief Bergrl1an stated <br />they had contacted the owner of,the dogs and he stated there was only one pup <br />and said ttct he would remove the pup to another location. <br /> <br />A resolution adopted by the Central Labor Council of Eugene on August <br />Ii the 24th was read. This resolution was regarding pay for City employees and <br />15 ~ stated that a copy of the resolution had also been sent to the Eugene Register <br />I,; Guar~. This wa s a proposal to <br />!: change the classification from a Single Family Hesidence District to a Light <br />, 1 ;: Industrial District. An ordinance amending Ordinance No. 8413 regarding the change <br />~in classification of this property was read the first time and laid over.
