<br />'i Gouncilm.an Stewart, reporting for the Fire and Water Committee, stated that
<br />I! Chief Nusbaum said the Fire Department was following up the recommendations re-'
<br />!:~ garding improvemen ts at th e dance halls and bowling alleys and that the recent
<br />? :i recommenda tion made by the State Fire Marshal in conjunction wi th the Eugene
<br />!iFire Department were being complied with. Mayor Large asked if the type of
<br />'1 decorations used in the dance halls were fireproof and Councilman Stewart stated
<br />!1 that this had been included in the recommendations. ,.' ,

<br />Ii Councilman Brownson, reporting for the Health Committee, stated that it was the
<br />Ijrecommendation of the Health Committee that the reqest of Norman A. Johnson to
<br />8iconvert the residence at 2013 Charnel ton Street into a two-apartment house be
<br />jgranted with the understanding that no exterior changes be made and that he was
<br />lmaking this in a form of a motion~ This motion was seconded by Barette and carried.

<br />I: Councilman Brownson also stated tha t he had a complaint regarding the condition
<br />'I of a lot on the east side of Kincaid between 19th and 20th; that the lot was over-
<br />:grown with berry vines and that at one time a basement had beennstarted and there was
<br />9 la hole with about three feet of water in it. He stated he had asked the City
<br />:Engineer regarding the ownership of the lot and that it was in the name of R.S.
<br />1\ Shelly., He stated he was making a motion tha t the City Attorney take whatever steps
<br />!:were necessary to clear up this condi tion. This motion was seconded by Barette and

<br />I ' ,Councilman Brownson said he also wished to state that he had two complaints
<br />ii, concerning rats. One complaint was where the ra ts weTe being poisoned and then
<br />10 !;going under the buildings to,die. Another complaint was that conditions at a certai.
<br />Ii place weI'e such tha t rats were attracted to this place. He sta ted he did not know
<br />Ithow anything could be done regarding the poisoned rats, and that he would refer
<br />lithe other matter to the County Sanitary Inspector, Mr. C~es.

<br />I:' Mr. Brownson at this time called for the report of theBuilding Ins pector in
<br />iregard to the New York Rooms at 571 Willamette and the rooms over the Cosmo Cigar
<br />I!Store at 728 Willamette. The report stated that the inspections had been made by
<br />,:Mr. Mosher, Mr. Barette, and Mr. Nusbaum, and Councilman Barette stated that the
<br />I: report concerning the New York rooms was very mild. Councilman Brownson stated
<br />I!that the New York Rooms were in a deplorable condition and that he did not think
<br />11 II they should be allowed to operate any further and tha t he was making a motion that
<br />lIthe City Attorney'start condemnation proceedings on the building at once. This
<br />:i:motion was seconded by Barette. Attorney Calkins stated that in his opinion it
<br />I:would be impossible to condemn the building as conditions there were not sufficient
<br />': as to warrant condemnation proceedings but he stated that the New York Rooms could
<br />libe closed until satisfactory improvement~ had been made. Councilman Brownson stated
<br />ii that under those conditions he would withdraw his motion and that he would make
<br />~a motion that the City Attorney proce~d to habe the place closed until satisfactory
<br />I: repairs had been completed. This motion was seconded and carried.

<br />!i At thiS" time Councilman Brownson stated he wished to make a report concerning
<br />liDr. Helterline,> the Milk and Meat Inspector, and that he would like to present a
<br />i:few facts concerning the si tuation. Mr. Brownson read at some considerable length
<br />':from a typewritten report which he had regarding the activities of the Milk
<br />ji Inspector's Office arid also made reference to the minutes of the Council of March
<br />!: 10th, 1941 and quoted from a certain resolution concerning the transfer of Dr.
<br />liHel terline from the office in the City H€!-ll to the office of the Health Department
<br />;; in the Court House. This resolution was passed by the Council on March 10, 1941,
<br />lland recinded by the Council at its meeting March 24th, 1941. Mr. Brownson stated
<br />!the wE;l.~ appointed to the Health Committee when he cameon the Council and that he had
<br />12 i'inever been,satisfied with the operation of the Milk Inspector's Office and that he
<br />Ii thought changes should be made. He stated that the Milk Inspector should be tied u~
<br />"with the Health Board at the Court House. He said he had never been satisfied
<br />(~Iith the amount of work being performed by Dr. Helterline and that he had asked
<br />lIthe State Inspector to give him a report and that he was convinced that the City
<br />,';was not getting over 50~ on the dollar for the money expended in the Milk and Meat
<br />i'[Inspector's Office; that Dr. Helterline was the second highest paid employee of
<br />:; the City, that he had never been under any supervision and tha t he thought he
<br />Ii: should be under the supervision of some competent person. Mr. Brownson then
<br />I!stated that he was making the following motion: That the office of the City
<br />~IMilk and Meat Inspector Of the City of Eugene as set up and provided for in the
<br />'I'ibudget of 1942-1943 be and hereby is tra:sferred from the pre~ent quarters in the
<br />!office of the City Engineer, City Hall, to the office of the City-County. Health
<br />[IOffice, Lane County Court House, Eugene, Oregon; that the City Milk and Meat
<br />!i Inspector 1.s hereafter under the direct supervision of the City-County Health
<br />i,Officer and Shall submit to that officer' a monthly report covering his daily op-
<br />I!erations in full; that thepresent Milk and Meat Inspector, in addition to his
<br />!lduties as such, shall perform sanitary inspections of food handling establishments
<br />!iof the City of Eugene. Councilman 'Farrington asked Councilman Browhson why he did
<br />l:!not want to give Dr. Helterline credi t for kxs:xm the high grade milk, rating that
<br />!,Eugene has'. Councilman Brownson stated that he was perfectly willing to give
<br />~Dr. Helterline credit for his milk inspections and that Dr. Helterline had been
<br />1'lqUite consistent in taking milk samples and these samples were all reported on throu ,h
<br />: DID. .Furrer's office, 'but he stated it was his conviction 'that the, high standard
<br />irrnilk rating that the City of Eugene enjoys was on account of the high standards
