<br />I and the consuming of large quantities of pasteurized milk that had kept the Eugene
<br />I standards up. Councilman Pennington stated that it was the policy of the Coundil
<br />'8.4; to take a committeet s report regarding different situations and that if the Health I
<br />QG,~ Committee had gone into this situation th~r.oughly with the Health Board that he
<br />,~ thought the Health Committee's report should be upheld and that he wished to second .:
<br />the motion of Mr. Brownson. Councilman Barette also stated that he felt the rec-
<br />ommendation of the committee shouldbe adopted. Councilman Brownson explained that
<br />he had talked the matter over with two members of the Health Board and it was their
<br />recommendation that this change should be made. Councilman Farrington asked Council-
<br />man Brownson if it was not a fact that his reason for wanting this change was so
<br />that Dr. Helterline could be put on restaurant inspection work along with his other
<br />duties, and Councilman Brownson stated that if Dr. Helterline had extra time that h
<br />thought this should be done. Mayor Large said he'had talked to members of the
<br />Health Board and they had admitted there was no set-up at the present time whereby
<br />restaurant inspections could be carried out. Councilman Brownson replied that that
<br />was probably a fact but that if the department found that Dr. Helterline had extra
<br />'I time tha t thedepartrre nt would probably be able to work out some kind of a si tuatio.m
<br />12 regarding restaurant inspections and that it was possible that this work could not
<br />be performed satisfactorily with one inspector, but that that would be sonething to
<br />decide later on, and that he was only insisting that hte change be made to endeavor
<br />to find out what could be done. Councilman Pennington asked what were the objectio.ms '
<br />to making this change with Dr. Helterline. Couhciilmn Farrington, replying to this
<br />question, stated that he felt the City was furnishing the funds and that the City
<br />, should have control over the Milk Inspector. He said he wished tostate farther
<br />i he believed everyone should have a fair deal and that he felt we should hear
<br />! Dr. Helterlinets side of the question before a decision was made. Councilman Hawn
<br />stated that he would be agreeable -to Mr. Farringtonts suggestion if members of the
<br />Health Board were invited in at the same time. At this time Councilman Brownson
<br />I stated that if the setup was changed as per his request that matched money from the
<br />, government could be secured to equal the amount that the City furnished. Council-
<br />I man Hawn stated that he thought there was urgent need for restaurant inspection in
<br />the City of Eugene and that he would very much like to see some kind of a system
<br />I worked out where systematic inspections of restaurants could be made. The original
<br />question was called for and on vote was carried, Councilman Farrington voting nol
<br />Councilman Brownson stated the only reason he had previously requested that Dr.
<br />Helterlinets appointment be h~ld up was that this change should be made and he felt I."
<br />that Dr. Helterline at this time should be appointed for the year. Mayor Large
<br />I stated he was very glad to make the appointment of Dr. Helterline permanent as he
<br />, felt he had been doing a very good job. A motion was made, seconded and carried
<br />that this appointment be confirmed.

<br />Councilman Pennington, reporting for the Parks Committee, stated hehad several
<br />calls from property owners requesting to be allowed to trim the trees in their
<br />parking and that he had been granting these requests.
<br />
<br />Councilman Davis, reporting for the Sewer Committee, stated that since the fl00d
<br />the well at 233,North Polk Street, where Mrs. Heckathorn lives, was no longer fit
<br />for drinking water, and that she would like to be supplied with suitable water.
<br />It was pointed out that this was on property which will be used for a Sewerage
<br />13 Disposal Plant and that Mrs. Heckathorn is not paying any rent. Councilman Koppe
<br />stated that inasmuch as the City was not getting any rent, he felt this was no
<br />concern of the City, and that Mrs. Heckathorn should get her water as best she could.
<br />No further action was takey by the Council.
<br />
<br />Councilman Hawn, reporting for the Police Committee, said that the Committee
<br />had investigated the character of Frank Monroe, asking for a beer license at 47
<br />14 East 7th Street, and thet it was the recommendation of the Police Committee that
<br />this license should be recommended by the Council. This motion was secondee by
<br />Brownson and carried, Councilman Barette voting no.
<br />
<br />Councilman Hawn also stated that the Police Department was short four men at
<br />I the present time and Councilman Stewart said that the Fire Department was short
<br />five men.
<br />
<br />A letter from the Building Inspector, Mr. Mosher, concerning the condition
<br />15 , of the roof at the comfort station was read. Mayor Large stated he was glad to
<br />get this report as it was not as bad as had been anticipated, and the letter was
<br />ordered placed on file.
<br />
<br />A letter, from Mrs. C. C. Page, secretary of the Eugene Garden Club, thanking
<br />the Council for the gift of the NYA building, was read and ordered placed on file.
<br />16 A letter from Wm. L. Lyon of the NYA was read stating that the wYA had no further use
<br />for two of the buildings back of the Butte and the City was priveliged to remove
<br />or dispose of these buildings if they so desired.
<br />
<br />At this time a letter from Cyril C. Ball of the City Fire Department, asking
<br />for a leave of absence on account of receiving orders for active duty with the
<br />U. S. Army Air Corps Reserve was read. A letter from Leo DeVeney, Major, Civil
<br />17 Air Patrol, from Portlnad, Oregon, supporting the claim of Mr. Ball that he should
<br />be entitled to a leage of absence, was read. A motion was made by Farrington,and
<br />seconded by Hawn that the request of Mr. ,Ballts be granted. Motion was carried.
