H. Taylor at <br />1832 Columfuia Street, and the City Engineer recommended that this cut be granted, <br />and on motion made, seconded, and carried, the recommendation of the Engineer <br />was adopted. <br /> <br />A letter from W. C. Clubb, City Engineer, aSking that Winfred Mullins be <br />promoted to the position of Street Foreman to take the place of Mr. LeVan who had <br />resigned, was read. On motion made, seconded, and carried this request was granted <br />and Mr. Mullins pay was raised to $150.00 per month beginning April 1st. <br /> <br />The matter of passing an improvement ordinance for the work on the R. S. Shell y <br />lot on the east side of Kincaid between 19th and 20th was brought up. Mr. Shelley <br />had been notified to be at the Council meeting on March 22nd and also at the Council <br />meeting tonight, but had not appeered either time. Councilman Brownson explained <br />that he had promised Mr. Shelley he ~ould take the matter up with the Council at <br />the previous meeting but that he failed to do so and that he did not believe that <br />Mr. Shelley understood just what the Council intended to do in regard to this lot <br />and Mr. Brownson said he would like to see definite action eeferred until the <br />matter could be taken up further with Mr. Shelley. It was decided that Attorney <br />Calkins should consult with W. C. Clubb, Engineer, at once and notify Mr. Shelley <br />in writing just what was necessary to be done and ask Mr. Shelley to reply by letter <br />before the next Council meeting what he wished to do in this situation. <br /> <br />A letter from Edith Ward, 894 West 4th Avenue, requesting that the City <br />commence demolition proceedings on a barn at the rear of the property at 864 West <br />4th Avenue was read, and this matter was referred to the Health Committee. <br /> <br />A letter from the Oregon and California Revested Lands Administration asking <br />for a lease on a part of the City lot at 5th and Olive Streets was read. The <br />Department had prepared a lease which was read to the Council. This lease was to <br />begin as of April 15th, 1943 and ending June 30, 1943 at a rental price of $17.50 <br />per month with the provision that this lease might be renewed from year to year <br />until the end of June, 1945.
