<br />.:--:., Mr. Davis, also stated the City had investigated the recent improvements of the ..
<br />~~~. curbs in front of the Drive-In Market and the Dutch Girl Dairy. He stated the
<br />.- curb was about a foot inside of the sidewalk and was on private property; that
<br />17 this curb was too long ,to make convenient turns, and that the property owners were
<br />going to cut about a three-foot strip in the middle of this curb to allow -ped-
<br />estrians to go and come. Also that iron posts would be put in this curb with a
<br />chain at the top so that pedestrians would not fall over the curb. He said these
<br />changes would all be made by owners of the property at no cost to the City. A
<br />motion was made, seconded, and carried, that these improvements be made.

<br />The Health and Sewer Committees had no report.

<br />Councilman Hawn, reporting for the Police Committee, stated there was a
<br />18 request from Clarence C. Beeson for a transfer of a retail beer class "B" license
<br />and--apackage store class "Btt license to him from,B.D..England for the O'asis 'Tavern
<br />at 89 West 8th. Dhief of Police Bergman had filed a written report recommending
<br />the transfer of these licenses. On motion made, seconded, and carried, the transfer
<br />was recommended.

<br />Councilman Hawn, stated he had a request from the organization known as the
<br />Sheriff.' s Posse to hold a dance at the Fairgrounds on September 4th, and asked that
<br />19 the usua'l charge of $5.00 be waived by the City. A motion was made by Hawnt
<br />seconded by Davis and carried that this request be granted.

<br />Councilman'Hawn also stated he had been contacted in the last two weeks re-
<br />garding the installation of slot me_chines, but at this time there was no,written
<br />request; he stated the party that had oontacted him was willing to pay a rental
<br />20 of $25.00 per month for each machine and that the City of Eugene wouldaccomodate
<br />between 75 and 100 machines. Councilman Hawn said he was not particularly in
<br />, favor of the installation of these machines and was only bringing the matter u-
<br />: so that the Council could familiarize themselves on the subject in case there was . ,
<br />! a written request at the next meeting. I-

<br />i At this time Councilman Stewart returned to the Council Chambers. Mr. Stewart, \
<br />I reporting for the Fire and Water Committee, stated the Fire Department had lost
<br />; another man to the armed forces and' it was his recommendation that deferment should
<br />; be asked for the members now on the Fire Department; that there were only 13
<br />21 ' men at the present time including the chief. Councilman Farrington stated he was
<br />: in'favor-of>trying to get"deferment for these firemen ~nd Councilman Davis suggested
<br />this matter should be left in the hands of the Fire and Water Committee. He stated
<br />if an employee would notify the City as_ soon as he had received his first call
<br />letter he thought arrangements could be made for deferment. A motion was made by
<br />Farrington and seconded by Davis, and carried that the matter of deferment for
<br />all employees now on the Fire Department be left in the hands of the Fire Committee.

<br />i Councilman Barette, reporting for the Park Committee, said he had several more
<br />: calls regarding low hanging tree limbs over the sidewalks, but that the Bark Dept.
<br />: did not have sufficient funds nor could not get sufficient help to remove these
<br />i limbs. He stated it was a bad situation but there-was nothing much that could
<br />: be done about it. Mr. R. L. Moore, letter carrier, was present and stated these
<br />I low hanging limbs were a nuisance to the mail carriers, especially later in the fall
<br />22 : when it started to rain, as they were always snagging their umbrellas, and that
<br />. this condition slowed up their delivery work. He said the mail carriers would be
<br />glad to furnish the City a list of the places if anything could be done. It was
<br />: sugested that the Reoorder should write a letter to the property owne!s and the
<br />: tennants of the property and ask the'ir cooperation in removing the low' limbs. _' The
<br />; Street Committee stated that if - the limbs were removed and placed in the parking
<br />, that they would see they were picked up. Mr. Moon state~ he would see that the
<br />! mail carriers presented a list of the worst places within the next few day~.

<br />A published notice had called for a hearing of the proposed franchise to the-
<br />Pacific Telephone and Telegraph ,Company at this date, anq Mayor Large_ said the
<br />: matter would be taken up at this'time. Mr. R. B. Bacon, District Manager, and
<br />i Mr. Ray F. Dunn, Local Manager, of the Pacifio Telephone and Telegraph Company
<br />. were present and Mayor Large asked if they had any statement to make. Mr. Bacon I-
<br />i stated they were present to protest against the passage of the ordinance as now
<br />t propssed. The_ ordinance having had' its' 'first. reading on July 26th, and proper .
<br />'I notice of the hearing haVing been advertised in the Register GU!ird, the ordinance
<br />was now read the second time. Councilman Davis asked Mr. Bacon how many tele-
<br />: phones were in-the City in 1918 at the time the original franchise was granted.
<br />~J ' Mr. Bacon stated he did not have that record but supposed there were around 4,000
<br />and at the present time there were 8809; that a few of these were outside of the
<br />City limits and that he wpuld estimate about 8,000 insi'de of the city limits.'
<br />Councilman Davis asked Mr. Bacon how far installation of Eugene telephones extend-
<br />ed outside of the City limits and Mr. Bacon stated. that they went north as far
<br />
<br />1 as Park Avenue which was about two miles. Mr. Davis also asked Mr. Bacon if he
