<br />Hawn explained that anyone yeer 7/8% notes bought by the City could be disposed
<br />of if necessc.:ry any time after ]!'ebrw:-ry 15th at par and accrued interest~ It
<br />appeared that there was in the neighborhood of $100,000.00 in City funds that migh
<br />be agailable for short time investment and a motion was made by Farrington and
<br />seconded by Hawy and carried that Mayor Large make further investi&;8tion and
<br />instruct the Treasurer to invest any av~ilable City funds in the 7/8% Treasurery
<br />notes. On vote this motion was carried.

<br />The following department' reports v,ere read and order placed on file; the
<br />Sewerage Disposal collections, the Police Department report for the month of
<br />December and the Police an~ual report for the year 1943. A rooming house permit
<br />was granted Betty Eck for 45 East Broadway. A second hand dealers license was
<br />granted for Tony's Swap Shop at 30 East 7th Stree.

<br />Three curb cuts as follows were granted: J. J. Martin." 391 \i;est 7th,
<br />G. Ii. Clark, 1115 West 3rd and L. W. Knowles, 1329 ?ast 19th Street. It wes
<br />the recommendation of the City Engineer thet t:le permits be granted prGividing
<br />the curb-cut of G. H. Clark, full width of 50 feet, be made 6f concrete from curb
<br />to the sidewalk. On motion made, seconded and carried the recommendation of the
<br />City Engineer was sdopted.

<br />The application of VJhite Palace at 47 East 10th Street for renewal of the
<br />1944 retsil class C license wh:l,ch had been held up, vms recohlF:ended by the Council.
<br />Also the request of the B.P.O. Elks #357 at 86 ~est 7th for renewal of Package
<br />Store class A license Was granted.

<br />Councilman Bal~er reported that Dan Campbell had made a 'Sworn statement
<br />regarding records kept for his wrecking establishment, at 1873 Franklt\ln Eoulevard.
<br />A motion was made by - aker and seconded by Farrington that the Dan Campbell
<br />application for a 1944 State IicelJ.se as a wrecker of motor vehicles be favorably
<br />endorsed by the Council. On vote this motion was carried, Stewart and Davis
<br />voting no.

<br />li letter from M. E. Damewood presen"Clng his resignation as a member of the
<br />Police force was read and ordered placed on file. A letter from the Peters
<br />Lumber Company asking that a fire hydrant be installed at their new saw mill at
<br />200 North Blair Street, was read. Councilman f:ltewart stated that he had investi.-
<br />gated this situation but tllat he had not had opportunity to take the matter up
<br />with his committee. He stated that it appeared to him that a hydrant should be
<br />installed for pr'otection of th:;,s mill as requested. A motion was made, sec onded,
<br />and carried that the hydrant be installed.

<br />A report of the Lane County Humane Society for the last nine months of 1943
<br />was read at this time. This was a ~etBiled report month by month and showed that
<br />a~total of 401 dogs had been handled in the nine months and disposed of as follows:
<br />Given away 36, sold 66, redeemed 29, released 9, and 261 destroyed. Councilman'
<br />Hawn reported that the Society had been ~orking under quite a handicap but that
<br />he thought they had done very well under ttJe circumstances. He stated that the
<br />Society',was having a meeting in the near future and that they would have another
<br />report to present to the Council on February 14th. A motion was made b,V Hawn and
<br />seconded by Davis that another $250.00 payment be made to the Humane Society on
<br />February 1st. On vote this motion was carried.

<br />A letter from the Planning Commission stated that a resolution had been
<br />passed by the Planning Commission on January 21st which was as follows: "It is
<br />the sense of the meeting that we are opposed to the Federal Housing fo the type
<br />and under the propsed project under discussion in :Eugene, Oregon."

<br />A letter from the Planning COlnmission stated that at a meeting on January
<br />18th a resulution had been passed asking for the opening of High Street from
<br />20th Avenue South to the City limits and that it be opened the full width of
<br />80 feet. To this letter from Secretary Calkins was attached a form of re~olution
<br />for the proposed opening of High Street form 20th Avenue East to the City limits
<br />on the South and this resolution was read to the Council. Councilman Farrington
<br />suggested that it was quite late in the evening to take up this matter and Council-
<br />man Brwnbaker asked what about an outlet beyond the City limits on the south.
<br />The matter, without any further action, was referred to the Street Committee.to
<br />report back.
<br />
<br />The Recorder reported that payments for fire protection for six saw mills,
<br />outside of the City limits had expired on'December 31st and that not all of them
<br />had renevJed. A motion was made, seconded, and carried tha t the Recorder be
<br />instructed to notify these mills that unless payment was received by February 1st
<br />service would be discontinued.
