He said it was the recommendation of the Fire and Water
Committee that a charge of $100.00 per year be made for the protection for the
station. He stated that he hed not been able to contact Mr. Brazil who had
addressed the Council at the previous meeting but it was his understanding that
this fee would be acceptable. A ~otion ~as made by Stewart and peconded by
Davis that a yearly fee of $100.00 be charged for fire protection for the Bonne-
ville sub-station. Councilman Hawn raided the question of what kind of a pre-
cedent the Council would be setting by making this flat fee of $100.00. That
this was different from the resolution passed by the Council covering industrial
plan~s outside the City limits. Mr. Brazil repr~senting the_ Bonneville Admini-
stra~ion had asked only for portection to the outside of the, building and that
the type of equipment in the building made it impossible for water to be used
in case of a fire and stated that the roof was about the only thing that might
be subject to fire. Counpilnilln Crumbaker stated that a 2~ mill levy on the
valuation of that P?rt of the building that would be subject to fire would not
amount to more than $10.00 and that a flat fee of $100.00 should be sufficient
to cpver the risk.. After some further discussion by the Council the question
was ealled for and on vote was carried. Councilman Stewart stated that the Fire
Department needed a half-dozen masks at a price of about $38.00 each and two
new batteries priced at about $25.00 each. He stated that there were enought
fundp in the budget for the purchase of this equipment. .A motion was made by
Mr. Stewart and seconded by Davis that the Fire Coramittee, be allowed to make.
these purchaes and on, vote was carried.

I

Councilman Baker reporting for the Health Department stated that after
the Restaurant Ordinance had been passed by the Council there was no one to
make the inspections of the restarurants and that Dr. Helterline had agreed to
make, the inspections fore the balance of the fiscal year and that he had already
made inspections of 35 out of the 83 restuarants.in Eugene. -He stated the
inspections fees should bring a revenue o~ $1400.00 a year to the City. Mr.
Baker stated there was considerable office work connected with Dr. Helterline's
duties and that if he was to take on this extra work it would be necessary to
have an office assistant. He stated that the comrnittee had a lady in view that
could be gotten for $35.00 a week, that there was $200.00 in the Treasurer's
budget for extra help, and it was agreeable to the Treasurer that this sum might
be used. Mr. Baker said it was a recommendation, that this extra help should ~e
located in the City Hall. A motion was made by Mr. Baker and seconded by
Stewart that the committee be allowed to hire this lady and the salary taken out
of the *300.00 in the Treasurer's budget for extra help. The question was
brought up that if the extra help was to be located in the City Hall was it the
intention that Dr. Helterline should be brought back from the Health Department
in the Court House to the City Hall. Mr. Baker explained that he had not
included this transfer in the motion and that there were arguments for and '.
against Dr. Helterline being located at the Health Department in the Court House.
Councilman Barette stated that as he recalled the reason for Transfering Dr.
Helterline to the Court House was for convenience in handling ~f records. There
was some discussion in the Council regarding the t~nsferring of Dr. Helterline
to the City Hall and an amendment to Mr. Baker's, motion was presented by Council-
man Farrington that Dr. Helterline's office be transferred from the Court Housw
back to the City Hall to take effect at this time. This amendment was seconded
by Stewart and after some discussion by the Council, the question was saIled for
and on vote the amendment was carried. The original motion of Mr. Baker which
called for the hiring of a secretary in Dr. Helterline's office was then called
for and on vote was carried.

I
