Mr. Baker stated that mr. Cloyes had been out to the property and he <br />was asking that Mr. Cloyes address the Council at this time. Mr. Cloyes stated <br />this party had erected an eight foot fence around a part of the lot and he had <br />, about 12 chickens at the present time, that he was bringing in garbage and was <br />22 ~ mixing it with the feed for the chickens, that he was planning on enlarging the <br />'1';1: enclosure for the chickens and increasing the nwnber of chickens. i'.1r. Cloyes <br />. st~ted that he felt that this party should be stopped from increasing the size <br />~ of the chicken pen and should not be allowed to bring in more chickens. In order <br />, to build an eight foot fence it would be necessary to take out a building permit, <br />but.that no permit had been secured.' Mr. Cloyes stated he did not have opportun- <br />ity to see the man who owned the chickens. Mr. Baker said that he was suggesting <br />that Mr. Cloyes contact this party and that the Health Committee have a report <br />to make at the next Council meeting. <br /> <br />Councilman Crwnbaker reporting for the Sewer Committee regarding the bill <br />of Miss Walton in the amount of $64.65. He said the corr.unittee had made an invest- <br />1 igation and felt that the City was not libble in this case, as the City sewer was <br />I' not clogged up. Miss Florence D. Ailiden had presented a bill for sewer reRairs <br />.; on her property at 1282 east 18th street from Vfilliamson and Company for :jp16. 00. <br />I: Mr. Crwnbaker stated that the City sewer had been clogged up but that the bill <br />Ii of $16.00 was exorbitant. He said tha.t after investiga tion the committee was <br />j: rec ommending tha t a refund of $8.00 be made Mis s Alden" A motion wa s made, seconde <br />Ii and carried that this refund of $8.00 be made to Miss Florence D. -Alden. <br />!: <br />!'i <br /> <br />[, <br />Ii <br />25 I <br />U <br />'j <br />!; <br />.', <br />Ii <br />'1 <br />I: <br />I' <br />I: <br />il <br />I, <br />Ii <br />II <br />1'1 <br />I: <br />I' <br /> <br />Ii <br />I; <br />11 <br />ii <br />26 II <br />:1 <br />I,i <br />cI <br />p <br />1.1 <br />Ii <br />II <br />27 " <br />I: <br /> <br />I'; <br />!I <br />I' <br />I:; <br />~ I <br /> <br />23 <br /> <br />24 <br /> <br />~ <br />.:tc <br />_',~.n <br />'~~ <br /> <br />I' <br />'I <br />I: <br /> <br />Councilman Barette reporting for the Parks Committee said that he had an <br />offer of $50.00 for one of the buildings on the N.Y.A. grounds back of the butte. <br />He said he had not taken the matter up with the Committee and Councilman Davis <br />said that he did not know whether this was a fiar price for the building and the <br />matter was referred to the Parks Committee to make an investigation and report <br />back at the next meeting. <br /> <br />Police Department, no report. <br /> <br />Councilman Davis brought up the question of the opening of High street <br />from 20th avenue south to the City limits and stated he would like to have plans <br />and specifications from the Engineer ready for the Council meeting on February 28th. <br />The following resolution directing the City Engineer to have plans and specifi- <br />cations for the opening of High street was passed by the Council: <br /> <br />BE IT RESOLVED BY THE CO~~ON COUNCIL of the City of Eugene, that the <br />Cormnon Council of the City of Eugene, deems it expedient and necessary <br />to open, layout and establish High Street from 20th avenue to the <br />City limits for the full width of 80 feet and that the City Engineer <br />be and he is directed to make a survey of the same, to mark the <br />boundaries therof, to make a plat thereof, and make and file a <br />written report containing a full and complete description of such <br />street and its boundaries, and of the pIDrtions of each lot, parts <br />of lots and tract of land to be appropriated therefor. <br />This resolution is based upon the recommendation of the City <br />Planning COillITlission that siad opening be done. <br /> <br />Councilman Davis reported that the spikes on the planking of the Oregon <br />Electric Railway west of Blair Boulevard were losse and made a motion that the <br />Recorder write a letter to Mr. S.A. Sexsmith of the Oregon Electric Railway <br />requesting that this matter be given immediate attention. This motion was: <br />seconded by Farrington and on vote was carried. <br /> <br />Councilman Davis also brought up the matter of steam exhaust from laundries <br />and other places having outside pipe opening turning the exhaust into the alleys. <br />The ordinance provides that this exhaust should empl~y into a trap and from the <br />trap into the sewer. The City Engineer was instructed to see that this ordinance <br />was properly enforded but that a reasonable time should be allowed for making the <br />adjustments. <br /> <br />Mayor Large stated that he had a letter from the Treasury Depar~ment asking <br />t: that the City complete the purchase of the heating plant in the N.Y.A buildings <br />!' back of the Butte, that had been given to the City. The Mayor explained that the <br />~ contradt entered into by the City for the purchase of this plant involved about <br />{ ~4816.00. The Nayor explained that about the next day after he received the <br />[ii letter from the ,T.:r,~a:su!:Y_~Department asking pay for the equipment he also recieved <br />28 Ii a letter from the Army Engineers in Portland offering a monthly rental of $25.00 <br />! per month for these two buildings now being occupied by the Army Engineers. The <br />i Council had aaked for a rental fee of $200.00 per month.
