Miller, 217 east 11th <br />was granted by the Council. <br /> <br />The Recorder explained that the Engineer and Police Departments had only <br />$10.00 in change for use in their department, and that usu~lly ,this caused a great <br />deal of inconvenience. He stated that they were asking for an additional $20.00 <br />to be used as change. A motion was made, seconded and carried that the Treas- <br />urer issue to the Engineer a check for $20.00 to ge used as change and a check <br />to the Police Departm.ent for ~p20.00 for use as change in their department. <br /> <br />r:+ <br />.(J:!, <br />. ."... <br />~ <br />....~~ <br /> <br />t: <br />Ii <br />I <br />" <br />Ii' <br /> <br />On October 18th when an offer flar city lots was taken by A.M. Gilbert <br />and G.W. Miltonberger a deposit of $100.00 on each option for these lots was <br />given the City. At the special meeting of February 4th, these offers were <br />withdrawn by the Council but the money was not ordered refunded. It was the <br />suggestion that it wouJ,d be refunded at a later. On the recommendation of the <br />Ci ty Attorney, the Recorder refeunded this ~p200. 00 to Mr. Paul W. Campbell <br />on February 9th and the Recoder was asking that the Council confirm the refund- <br />ing of this ~200.00. A motion was made, seconded and carried that the refund- <br />of this mon€y by the Recorder be confirmed at this time. <br /> <br />The Reocrder reported the four lumber mills outsdie the city limits had <br />paid the ~100.00 payment for the franchise tax for the year 1944. The Guistina <br />Lumber Co. and Eugene Plywood Company had paid the 2~ mills on their assesed <br />valuation of the year 1944. Thel'Recorder also reported the amount of $467.55- <br />State Gas refund for the last half of 1943. He reported receiving the franchise <br />payment from the Northwest Cities Gas Company, $295.20 , the Oregon Electric <br />Railway for $537.81, and the fourth-quarter for 1943 for the city's one-half <br />of the State Liquor permits amounting to $1286.43. <br /> <br />A letter from Verner Swanson regarding the condition of a street was <br />read by the Recorder and he was instructed to advise Mr. Swanson that his street <br />had never been improved by the City and would have to be taken care of by the <br />property owners. <br /> <br />The Reoorder also reported the acceptance by the Pacific Telephone and <br />'I'elegraph Company of the franchise granted the company by ordinance ff8787 which <br />had been passed by the Council on December 27, 1943. The acceptance was filed <br />with the Recorder on the 25th day of January 1944. At the same time the Tele- <br />phone Company returned to the Recorder the signed contract with the City regard- <br />ing the use of their telephone for police and fire alarm systems. <br /> <br />An ordinance adopting and re-establishing just and equitable rates fop <br />sewage disposal charges was read for the first time and passed to its second <br />and third reading by unanimous consent of the Council by title under suspension <br />of the rules and was placed for final passage. On roll call all Councilmen <br />present voting Aye, absent, none. The Ordinance was declared passed and numbered <br />8786. <br /> <br />An Ordinance to regulate the planting and care of all trees, shrubs, <br />flowers, plants and vegetation on City property and within the boundaries of <br />streets and alleys, and in any place controlled b~ the City involving traffic <br />hazards had its first reading and was laid over.(~ ~~~ 4~~_~- <br /> <br />~g/stY' ) <br /> <br />The Report of the viewers for the opening of Fillmore street from the alley <br />running east and west between 6th to 7th avenue had been filed with the Recorder <br />as of this date. A resolution setting the date of March 13th as the time for <br />heaning regarding this proposed opening was passed and the Recorder was Author- <br />ized to make the proper posting and the maili~g of the proper notices for this <br />opening: <br /> <br />It appearing to the Common Council that the viewers have filed their <br />report fixing the benefits and damages for the opening of Fillmore street <br />from the alley south of 6th avenue west to 7th avenue west in the City of <br />Eugene with the City Recorder, <br /> <br />THEREFORE, <br /> <br />BE IT RESOLVED BY THE CONJ00N COUNCI~ of the City of Eugene that Monday <br />the 13th day of March 1944 at the Council Chambers in the City Hall in <br />the City of Eugene, Lane County, Oregon be fixed as the time and place <br />for the hearing of obje~tions and remonstrances and directing that the <br />recorder shall post notices and mail notices in conformity with the <br />Charter provisions relating thereto. <br /> <br />Mr. Barette againl.>brought up the problem of parking autos on the parking str~ps <br />between the curb line and the sidewalk.
