Martin <br /> <br />Wellington Switzer <br />Herbert Wiltshire <br /> <br />John Wageman <br />Charles Wipex <br /> <br />Frank M.Ce:shman <br />Albert Tiffany <br /> <br />A motion was made, seconded and carried that the appointment of the budget <br />com.:lli t tee be confirmed by the Council. <br /> <br />b~yor Large. stated that there had been much talk about Post-War planning <br />and that time was growing short, that if anything was to be done by the May <br />primaries a desicion would have to be made at an early date. He stated that ther <br />was a request that the City should make a tax levy of 5 mills for 5 years; that <br />Councilman Crumbaker had been investigating the Sewer situation and that most~ <br />if not all of the 5 mills for the five years could be used for this purpose. <br />Mayor Large asked that the Council study the situation and be prepared to make <br />a decision at the next Council meeting. <br /> <br />The library report for the month of January w~s read and ordered placed <br />on file. <br /> <br />An application for transfer of package store class A license at 209 Pearl <br />street from Ragnan and Ora Mevig to John and Susan McCracken was approved by <br />the Council. <br /> <br />A request from the Eugene Fruit Growers Association asking that the <br />following watchmen be deputized by the City was read to the Council. Cal Pryor, <br />Everett Whitney, William Kitz and Carl Stromme. A motion ,was made, seconded <br />and carried that this request be granted if approved by the Chief of Police. <br /> <br />An ordinance to regulate the planting and care of all trees, shrubs, flowe~s <br />plants and vegetation on City property and within the boundaries of street and <br />alleys, and in any place controlled by the City involving traffic hazards, having <br />had its first reading on February 14th had its second reading by title at this <br />time and was laid ,over.(~ ~ ~ -f-/o- yY7~ /l...,.L~d) <br /> <br />Mayor Large at this time brought up the question of a road on the south <br />side of the Municipal Airport from the southeast corner of the field west to <br />the Administration Building. Mayor Large stated that it appeared that the south <br />i of the road as no used had never been donated for road purposed and was owned <br />by Mr. Oxborough and that while the City was only interested in making a road <br />through as far as the Administratibn~building that was about 2000 feet that <br />Mr. Oxborough was asking that the City extend the road to the west side of his <br />property which was about 2640 feet. It was explained that the City would need <br />a strip about 100 feet wide which would include 6.8 acres and Mr. Oxborough was <br />asking $100.00 per acre or a total cost of $680.00. Mayor Large stated that it <br />was up to the Council to say whether this should be placed in the hands of the <br />Judiciary Committee, the finance committee or what should be done. He explained <br />that the city al~eady owned a right-a~way 130 feet wide from the southeast corner <br />of the filed to the Pacific highway. That if this extra strip was secured from <br />Mr. Oxborough the County would improve this road from the Pacific Highway to <br />the Administration building. Amotion was made by Baker and seconded by Stewart <br />that the Mayor and Finance Committee be authorized to make Mr. Oxborough the <br />best deal possible fo~ this strip. <br /> <br />The following employees were ordered placed on the pay-roll. Police Dept. <br />Joseph Cullender and Leonard Nelson, Fire De~artment; Vlilliam R. Ready, and in <br />the Rat Control project, Donal C. Dickey at ~225.00 per month, Kenneth Gardner <br />and Sl A. McMullin at 95 cents 'an hour.
