<br />this time stated that Miss Hendricks asked for a change in the wording in sectio
<br />10, that the word PUBLIC should be inserted before the words EUGENE andLIBRARY
<br />making it read, "EUGENe PUBLIC LIBRARY".

<br />Mr. Elter, of the League of Oregon Cities stated that the City Council could
<br />pass an ordinance setting up a form of amendment and thus shorted the time- requir d
<br />for being on the May primaries. Councilman Farrington stated that at first he
<br />was favorable to the idea of the Council making the appointments rather than the
<br />Mayo:r- but he thought that was rahter immaterial and that he was willing to go
<br />along as presented by the Committee.

<br />Herman Kherli, of the League of Oregon Cities made a plea for appointment
<br />to be made by the Council stated that it was not considered good practise by
<br />most authorities for appointment to be made by the Mayor and confirmed by the
<br />Council in the City ]~ager form of Government.

<br />At this time a vO,te on the proposed amendment by Councilman Crumbaker was
<br />called for, the voice vote being rather indefinite, Councilman Crumbaker asked
<br />for a roll call which was as follows: Those voting AYE, Koppe, Barette, Stewart,
<br />and Crumbaker; Those Voting NO, Farrington, Hawn and Davis and the amendment
<br />to the original amendmentwas declared carried.

<br />The question of whether the proposed one mill levy in Section 14 should be
<br />ooonitted from the proposed City Manager amendment and included as a seperate
<br />amendment was discussed, BothsCouncilman Farrington and Koppe stated they felt
<br />that this one lhiliblevy should be left in as originally proposed. A motion was
<br />made by Hawn and seconded by Crumbaker that in section 10 the word PUBLIC should
<br />be placed. between the words EUGENE and LIBF~"RY making the name Eugene Public
<br />Library. On vote this motion was carried.

<br />Attorney Calkins stated that since the amendment by Crumbaker had carried
<br />that the act as now stated ih the resolution would have to be changed to confirm
<br />with the amendment, and while there was no vote taken on this there was no
<br />objections from the Council.

<br />A note on the original question presented by Farrington and Hawn and as
<br />amended by Crumbaker was called for. On Roll call all Councilmen present votingt
<br />AYE.

<br />To amend the Charter of the City of Eugene, by adding a new
<br />chapter thereto, authorizing, enpowering and directing the
<br />Common Council of the City of Eugene, to design, construct and
<br />reconstruct, add to and repair the sewer and drainage system of
<br />the City of Eugene including all drains, ditches and outlets, for
<br />the carrying away of sewage and flood waters, and for the fore-
<br />going purposes a levy upo~ all of the taxable property in the ,
<br />,City, a five mill levy eacn year for a period of five consecutive
<br />years, cOIl1Irrencing with the levy for the tax roll of 1944-45, until
<br />the e s tima ted cost of $300,664.70 shall have been ra Hied sa id levy
<br />to be in addition to and in excess of the constitutional six per
<br />cent limitation upon the City's Tax levy.

<br />THE CITY OF EUGENE DOES ORDAIN AS FOLLOV1S:

<br />Be it enacted by the electors of the City of Eugene, Oregon

<br />Section 1. The Corrmon Council of the City of Eugene is hereby authprized
<br />enpovvered and directed to design, ~onstruct, recol!struc~ add to an~ repa~r the
<br />sewer and drainage system of the Clty of Eugene, lncludlng all dral~s, dltch~s
<br />and outlets for the carrying away of sewage and flood waters, for the foregolng
<br />p&rposes to levy upon all the taxable proper~y in the.Cityof Eugene fo~ a f~ve
<br />mill tax levy each year for a period of five consecutlve years, commenclng wlth
