A motion was made by Crillubaker and seconded by Hawn. On roll call all Councilmen present voting AYE. The following res,olution and tie text of the act was read by the Recorder at this time: BE IT RESOL'lED .BY THE IVLAYOR AI\]]) COlliIMON COUNCIl OF THE CITY OF EUGENE, OREGm~, that there be submitted to the Electors of said City for their approval or rejectio at a special or general election to be held in the City of Eugene, at a time ahd place to be designated by Ordinance, the annexed Amendment being-; I I !, I:: ii' AN ACT To amend the Charter of the City of Eugene by adding a new chapter thereto, authorizing, enpowering and directing the Common Council of the City of Eugene, to levy in .each year, for five ponsecutive years, commending with the 1944-45 levy a one mill tax to provide for a new combined City Hall and Jail, which levy shall be in addition to existing. levies, and in addition to and in excess of the six percent consti- tutional limitation upon the City's tax levy. 11 Ij I, ~! I:j \,,11 Section~. ~'he Cornmon Council of the City of Eugene is hereby authorized i enpowered and directed to levy not to exceed a one mill tax in each year upon all 'I','! taxable property wi thin the City of Eugene, for five consecutive years, commencing with the levy for the 1944-45 tax roll, for the purpose of providing for the Ii erection and completion of a new City Hall and Jail combined. This levy shall be in addition to existing levies and in addition to anddin excess of the six per cent limitation upon the City's tax levy imposed by the Constitution of Ohegon. Section 3. All fundsarising from this levy shall be fund to be known as .IlCITY AHLl AND JAIL :"'UJ\ilJ" and shall be prupose and may be used for the erectipn of a combined City independently or in conjunction with a CITY CENTER building of Eugene and the County of Lane jointly. placed in a seperate used for no other Hall and Jail either erected by the 'City Councilman Hawn stated that he thought the proposal was a fine thing and asked if any computation had been made as to whether the one mill levy would be sifficient to build the proposed City Hall and Jail. Mayor Large stated no estimate of the final cost of the building had been prepard, that the City had been offered $60,000.00 for the City Hall site some time back and that the proposed one mill levy for five years might not be enough. He stated that the main reason for the one mill levy at this time w~s that the City should have some rnoney on hand to correspond with the levy made by the County for a Court House. n City Attorney Calkins explained that there was an advertisement in the Eugene Register Guard each week about the proposed five mill taz levy for the next fiv~ years, ~roposed by the County. A motion was made by Hawn and seconded by Davis that the resolution and proposed charter amendment as presented be adopted. Councilman Crumbaker suggested that probably it would be better to delay this amendment until the November election on accouht of the other two measures being put on by the City for Ivfay primaries.
