<br />The City had just acquired title to the property located at the south
<br />east corner of west 6th and Polk streets. The county had been renting this
<br />south at $10.00 per month. _A motion was made by Farrington and seconded by
<br />Hawn and aarried that the,City would set_the rent price at $15.00 per month.

<br />Councilman Stewart reporting for the Fire Department stated that Harry Ray
<br />and Bryon Barnes, members from the Bethel Fire_ District were present and
<br />that they wished to address the Council in regard to taking over.the ,trailer
<br />fire equipment received by the City throught. the Office of Civilian Defense.
<br />Thes~ gentlemen stated that the department already had a truck with 200 feet
<br />of hose, that they had a fire department of 18 men and were putting money in
<br />the next budget for the purchase of more equipment. He stated that they
<br />were short on equipment and, would like to take over this trailer, that the
<br />City had received from the Office of Civilian Defense. -He stated that they
<br />would be able to manthe equipment and see that it was prQperly handled and
<br />kept in good oondi tion. . Mayor Large explained that the City was. required
<br />to furnish a bond for the return of. this equipment when the government requested
<br />it. The Council was willing that this pirce of equipment should be loaned to
<br />the Bethel Fire District, the only question being how the fire district should
<br />protect the City. A suggestion was made by Councilman Stewart that the Bethel
<br />Fire District should have a meeting in which they should agree to accept the
<br />loan of this equipmeilb trom the,. City and they should agree to return this
<br />equipment to the City in as good a condition as it was loaned eoccept for the
<br />usual wear and tear and that the Bethel Fire District should furnish the Cit,y
<br />wi th a copy of the minut.es from this meeting. A motion was. made by Stewart
<br />and seconded by Hawn that this equipement be loaned to the Bethel Fire District
<br />on a yearly basis, subject to a recall by the City at any time that the govern-
<br />ment might request the re_turn of the equipment and that the Bethel Fire District
<br />should furnish the City a bond that the equipment ,should be kept in first class
<br />condition at all ti3es. On vote this motion was carried.

<br />Councilman Stewart reported to the Council that volunteer fireman that '
<br />might be used by the Fire Chief during any fire would not be covered :by the
<br />State Industrial Aocident Commission and Attorney Calkins explained that the
<br />City would -not be liable in case a volunteer fireman was injured.

<br />Councilman Barette, rep9rting for the Parks Committee, stated that the
<br />Playground Commission had a meeting on Thurs~ay April, 6th and that Mr. Shum-
<br />aker had been ,present and acted as secretary. That'Mr. Shumaker had presented
<br />a copy of the minutes of this meeting and Mr. Barette requested that the
<br />Recorder read the minutes at this time. The report was that those present
<br />were J. D. MacLaren, E. A. Barette, and Louis Koppe, representing the Youth
<br />Council present were Mrs. E. G. Boehnke, Mrs. W. S. Love, E. V. Duke,A. F. Loman
<br />R.D. Clark, W. R. Baker, Rev. W.R. Nicholson and L. K. Shumaker. The report
<br />was that the school board was willing to help'in any way possible to further
<br />the recreational program, was willing to allow teachers to cooperate, to
<br />provide for the use of the school ,greunds and equipment, but. that the school
<br />board refused to accept the financial responsibility of the program either by
<br />devoting more of its operating budget to public recreation or by assuming the
<br />oollection of any special levy for such purpose. A request was made that ,the
<br />City continue to make the yearly three tenths of a mill levy for recreational
<br />purposes. Councilman Barette recommended that the City make the levy and turn
<br />the money over to the School Board to be distributed by ,them. Councilman
<br />Stewart stated that the prople had voted the levy outside of the 6% limitation
<br />and that ~e thought the levy should be maintained by the City, Attorney
<br />Calkins explained that the money could not ~e turned over to the school board
<br />but that the disbursement of the money would have to be done -by the Council.
<br />He stated that the activities could be carried on at the direction of the
<br />school board but that the disbursement of the money would have to be done by ,
<br />the Council, He stated the report had requested that a new playground comm-
<br />ission should be appointed consisting of one Councilman, one school board
<br />
<br />member, one member from the Eugene Youth Council, and two members at large and
<br />that the Playground Commission should act ih and advisory 'capacity on all the
<br />
