<br />by the school board. A motion was made by stewart, and seconded by Barette
<br />and carried that the Council accept this report of the C0mmittee., The report
<br />had made reference to' a swimming pool and pointed out that the Willamette
<br />River had been condemmed, that there was little possibility that the Anchorage
<br />Pool would be opened this year, that there was no possibility of the pools at
<br />the University of Oregon being used this summer and the prospects were trhat
<br />there will be no SWimming in EU@ene this ,year except as people swim in the
<br />River at their own risk. It was the recommendation that no pool would' be ,
<br />contemplated in Eugene unless $73,000.00 could be raised for the project.
<br />Ward Wintermiew at this time suggested that the City could prepare the old
<br />resevior on Skinners Butte for a swimming pool. ,He stated that he,did not
<br />think the cost would be excessive. SheriffO. E. Crowe was present at the
<br />Council and stated at this time that he came as a representative of theo
<br />Kiawanis and that the Kiawaniswanted the Council to know that they were
<br />vitally interested in a recreational program this summer. There was further
<br />discussion by the audience regarding a SWimming pool for the City and Mr. ,
<br />Wintermier stated that he thought the City-would be wise in putting as much
<br />as $5,000.00 on the old resevoir on Skinners Butte, to put it in ,shape for
<br />the season.

<br />,Councilman Hawn made a lenthly explanation regarding the investlgatio~
<br />that the Playground Commission had made for a swimming pool. He stated that
<br />the $25,000.,00 required for the swimming pool was not ample to c'onstruct thee
<br />kind of a pool Eugene should have. He stated that he thought that additional
<br />money could be raised by prmvate. subscription but that the war conditions
<br />had made it necessary that the progr~ be delayea. . Mayor Large stated that
<br />the public seemed to have the impression that the ,Council was delaying the
<br />construction of the swimming pool but that this was not a fact. He stated
<br />that at one time the $25,000.00 was offered to the school board if they could
<br />find a way to construct the sWimming pool and administer ~t. He stated that
<br />he did not believe the Council wantedto delay the matter but simply could not
<br />construct the pool on account of the war situation. Engineer Clubb explained
<br />that the department ,had been working on plans for a pool 60 by 122 feet but
<br />that no estimate had been assembled regarding the cost for a pool for that
<br />size. A motion was made by Hawn that the,Enginner, as he had time, complete
<br />an es,timate of the cots of this pool that they had been working on, and that
<br />he should make an estimate on the probable cost of putting the old resevoir
<br />in condition for use as a swimming poot this year. This motion was,seconded
<br />,by Crumbaker and carried.,

<br />lIIfr. Shumaker asked if the Playground Commission as requested .in the
<br />report could be appointed at this time so that activities could be started
<br />at once. Councilman Crwnbaker stated that Ordinance #6187 provided. for the
<br />Playground Commission and he thought there were nothing further that the
<br />Council need to do in order that the activities could be carried on. Mayor
<br />Large explained that he did notsee the reason of a new Playground Commission
<br />but thought the old commission would be able to do the work., -
<br />
<br />Councilman Barette stated that he had a tree trimming ordinance which
<br />-would be presented later in the meeting. He also referred to the article in
<br />the Register Guard regarding the condition of the buildings in the Hendricks
<br />Parks. He stated that the building was in a very bad condition and tha~3
<br />sides of it had been demolished and that the front had been, started on'. ,He
<br />stated that he thought the only solution to this problem was for some of the
<br />Park. employees to live at the park., He stated that the park was to be used
<br />by the Girl Scouts during the summer and that. Mr. Lamb would make what ever
<br />repairs that were necessary for their use when they were ready to move in.

<br />Sewer and Police Committee - no report
<br />
<br />The following departmental reports for the month of March were read
<br />and ordered placed on file:. Police Matron, Police Department, Milk.and Meat
<br />Inspector, City Engineer, ~nd Eugene Public Library.

<br />The following letter from the Board of Appeals was read;
<br />
<br />"The Board of Appeals has received a request from Charles D. Byrne for
<br />a permit to build a duplex residence on Lot 3, block 1, Maplecrof~
<br />Addition, being on the north side of 22nd'agenue between Willamette
<br />and McMillan streets.
<br />He is also asking for a waiver of the "set-back" ordinance.
<br />
<br />As this location is practically four and one-half blocks outside of
<br />the apartment zone, :the Board is recommending that the Council refer
<br />the request to the Planning Commission."
<br />
<br />On vote of the Council the recommendation was adopted.
