Mr. Reeder stated that the committee had not had '1 <br />~,.t... much cooperation in their efforts, but that up to about sic weeks ago the <br />,.~ rent situation was in fairly good shape but that since that time in some cases . <br />~ the situtation had got out of control. He stated he did not feel that the <br />CI present committee could accomplish any further satisfactory results and that <br />the Council should adopt a rent control 6rdinance~nd discharge the present <br />committee. At this tim eht letter from Mr. Culp, secretray of the Real Estate <br />Board was read and the resolution passed by the Real Estate Board was as <br />follows: <br />"The Eugene City Council be requested without further delay <br />to forestall Federal Rent Control by any neccesary ordinance <br />for local control. " <br />Mr~ Chris, ~ensen, a member of the rent control committee and a representative <br />of the Railroad Brotherhood took exceptions to statements made by Mr. Reeder <br />and accused the Realty Board of delaying the setting up of rent control. Mr. <br />Jensen stated he did not think the rent control committee had been a fair com- <br />mittee to ,handle the situation. He stated that back as far as February the <br />(13~ Brotherho6<;l, had asked that 'Some, action be taken to control rents in Eugene. <br />I There were 12 or 15 members of the Realty Board present and Mr. Jensen accused <br />I them of appearing in a body to try to influence the Council to adopt a local <br />rent control ordinance in order to avoid OPA control. He stated there was an <br />OPA representative in Eugene now making investigation. J. E. Davis, also re- <br />presenting the Railroad Brotherhood made quite a lengthy statement against <br />the rent control committee and the Realty Board gave his reaso~~3 why he <br />favored OPA rather than local control. Councilman Hawn inquired of Attorney <br />Calkings if the OPA had a right to move into this territory and if the Council <br />could pass a legal ordinance regarding rent control. 'Mr. Calkins stated he <br />was sure OPA had a right to move in if they' wished to, but that he did not <br />think the City could pass a valid rent control ordinance any more than they <br />could set the price of cigars or neckties. ' There was some arguments bg<tween <br />Mr. Jensen and Mr. Reeder.and other members of the Realty Board and Mr. Clifton <br />Culp arose on a point of order and stated that he thought statements ~hould be <br />directed to the Mayor and not agruments between different factions. Statements <br />were made by various members of the Realty Board favoring the local rent con- <br />trol ordinance. Mr. H. C; Johnson was present and stated that he had rented I <br />property in Eugene since 1922. , .He stated that he had been a rent direotor <br />of the OPA for two Oregon counties and that the OPA rent control was a terrible '.' <br />, thing to have visited on any locality. He said it was purely a machine' and <br />t that he felt the OPA was not what Eugene should have. After much discussion <br />a motion was made by Crumbaker and seconded by Farrington that this matter <br />should, be referred to the Judiciary Committee and the ,City Attorney to prepare <br />a City rent control ordinance similiar to Bend's ordinance whihc would be <br />. suitable to Eugene and to present such an ordinance at the next Council meet- <br />ing. <br /> <br />Councilman Barette 'stat~d that he had received a letter of thanks for <br />I courticies' extended to the Girl Scouts by the Park Superintendant. He also <br />stated that the Park COmmittee had a meeting and was recommending that a tax <br />levy should be made in connection with a cottage for Hendricks Park and other <br />14 improvements there, and for further development of the city parks. Mayor <br />Large stated that as long as they were talking about tax levy they might as <br />! well consider the swimming pool. ,He stated it was doubtful that the City could <br />I get any money thry the Lanham A~t and possibly the only way for the City to <br />finance a swimming pool would be to make an additional tax levy and that the <br />tax levy should be so that the City could secure money in time for a pool to <br />be ready for use next season. Councilman Hawn explained that the City would <br />i have difffuculty in negotiating a loan on a .t.ax levy, but that if short time <br />I bonds were voted the interest rate would be very low and then a tax levy could <br />; be'made to redeem the bonds. A motionwas made by Davis and seconded, by Crum- <br />baker that the matter of drawing a measure to be put on the November ballot <br />for additional funds for a swimming pool should be left in theehands of the <br />Judiciary committee and the City Attorney, The amount to be levied to be <br />determined by the City Engineer. ,On vote this motion was carried. <br />I <br />r: ' A motion was made by Davis that there be referred to the JUdiciary <br />)1 Committee and City Attorney the matter of drawing of a- measure to be put on <br />~! the Movember election for Park purposes; - ore mil for two years and a contin- <br />151 uing levy after that of i mill for the Par,ks development. This motion was I <br />seconded by Crumbaker and on vote was carried. <br /> <br />: Sewer Committee - no report - <br /> <br />i The Police committee'reported that they were not ready to make a <br />': report on the necessary budget for the Humane Society andconcerning the licens- <br />ing of bicycles but that they would have a report for the next Council meeting. <br /> <br />'Departmental reports for the Milk and' Meat_ Inspector, Engine.er, Police <br />I~ Dept., Eugene Public Library,. were read and ordered placed on file. <br /> <br /> <br />~ <br />
