<br /> I The Recorder reported that the contract with the Rural Fire District
<br /> ! No. 1 had been signed by the proper officers of the distr~ct and that it was
<br /> 28 ready for signatures by the City. The Mayor and Recorder were instructed to
<br /> I execute this contract with tpe Rural Fire District No.1.
<br /> An.,Ordinance providing for the nomination of indendant candidates for
<br /> elective municipal offices by certificates of nomin~tion by individual
<br /> 29 electors having had its first reading JUly 10th was r~~d at this tim~ and passea
<br /> to its third reading py unanimous consent of the Council by title under sus-
<br /> pension of the rules .and was placed for final passage. .on roll call all
<br /> Councilman present voting AYE, absent Davis and Wiper. The Ordinance was
<br /> declared passed and numbered 8801.
<br /> A contract w~th George C. Stanley regarding the use of the 7 foot set-
<br /> back on the 13th street side of the property at the northwest corner of 13th
<br /> 30 r and Oak was read at this time. This contract was signed by Geprge Stanley
<br /> I and a motion was made, seconded and carried that the contract be ratified and

<br /> November 7, 1944, the annexed charted amendment, being,
<br /> 31 I An act to amend the Charter of the City of Eugene by adding a new
<br /> I chapter thereto~ authorizing the Common Council of the City of Eugene
<br /> for the purpose of providing maintenence, supervision, development,
<br /> improveme.I;lt ,( including buildings) and extension of the Public Parks
<br /> in the City, to include in its general tax levy for the fiscal years,
<br /> commencing respectively July first, 1945 and July 1946, a special
<br /> ! levy for each year, not to exceed one mill, and commending July, first
<br /> I 1947, and each succeeding yea+ thereafter, a special levy of not to
<br /> ! ~xceed one,half of one mill, upon all taxable property within the City,
<br /> I for the carrying forward of the above purposes.

<br /> appurtenances necessary, useful or convenient therefor; to acquire any
<br /> property, rights of ways, or easements; to establish just and equitable
