<br /> At this time the vacation of High street and other streets between 19th
<br /> and 20th as requested by the School Baord was taken up. At the Coun~il meeting
<br /> on October 23rd,\, arrangements had been made for a meeting of the Council, the
<br /> school board, and the Planning Commission to be held regarding this proposed
<br /> v~cation. ,._,T;b,e meeting was held in the Mayors office at 10:90 A.M. on Friday,
<br /> . October 2?~h, and at this meeting a committee consisting of-A. C. Farrington,
<br /> R. W. Prescott, and G. D. MacLaren was appointed to make further investigation
<br /> .and report to :the Council at this time. A written report of the committee
<br /> dated November 9th, -' and signed by the 3 members was read at this time:
<br /> , "We :.recommend that all of the, streets and the alleys in' the proposed
<br /> High School campus east of the Amazon creek be vacated, reserving to the
<br /> Oity rights of way for installation and maineenence of all municipal untilities,
<br />-/ upon the expressed condition, however, that the public' need for a fUDune
<br />22 arterial North and South along the general line of Pearl street and/or Oak
<br /> street be recognized 'and -safeguarded, andnthe sme to be available, at no cost
<br /> of the City for rights of way, but at the'sa~e time with complete regognition
<br /> that the school district be entitled to use the athletic field and reasonably
<br /> tu wear the present~sta~uim' out before being required by th~ City to move the
<br /> same to a new location." ' " .
<br /> . At this _tim~a . letter from Mr. Gunn, Superintendant of SChool District
<br /> #4, dated October' 30th, 1944, was read regarding the 7 foot set-back on pot~
<br /> side of High street between 19th and 20th" which had been reserved by the Co~cil
<br /> at the time the other lots were deeded to' the school board. It was the school
<br /> boards request that the Council should give a deed to the school board for these
<br /> two seven foot strips. 'Also a letter from Dr. Gunn, dated November 2, 1944,
<br /> outlining the ~treets and alleys in this tract which was to be vacated and ,
<br /> referring to a letter from President Orlando Hollis, of the University of
<br /> Oregon, referring to a previous letter to' the Council on January ~, 1941, by
<br /> Donald Erb, requesting'the vacation of th~se streets in the. tract south of
<br /> 20th owned by the University. Also a let~er dated October.31, 1944 from Chance-
<br /> llor Frederick M. Hunter regarding the attitude of the University upon the need
<br /> for the street vacation in this area. Also a letter dated'October 20, 1944, from
<br /> Orlando Hollis to the City Recorder referring to the letter' of January 4, 1941 I
<br /> from Dr. Erb, requesting the vacation and' stating that no final action w~s ~ver
<br /> taken upon this reqqe~t.. . :' ,_

<br /> . A motion was made by Stewart and seconded by Crwnbake~ and 'carried that
<br /> .' ~ . . ' ." .
<br /> the report of the C6mm1;tteeregarding then vacation of the st.t~etsfor the_School
<br /> Board be adopted and, that the-,Ci ty Attorney be instructed to prepare the necess-
<br /> ary papers for the vacation of the?e streets and a~~eys. On vote this ,motion
<br /> was carried. A motionwas made by $tewart.and seconded by Crumbaker that the
<br /> r~quest of the Universi~y of Oregon for the vacation of the -a1>..r~etsand,-alleys
