Councilman <br />Koppe stated that the Judiciary Committee had been unable to get a meeting with <br />the School Board and recommened further reading of the ordinance be delayed until <br />arrangement would be made regarding the opening of Pearl Street south of 19th. <br />24!: Councilman. 6rumbaker objected to the delay in the passing of the Ordinance for <br />~: the vacation of the streets and alleys. Councilman Hawn stated that he had been <br />i.: . and was still in favor of the vacation of the streets and alleys for the school <br />I board as outlined in the ordinance but that he wondered why the delay of the <br />I'; School Board with the Judiciary Committee in' the arranging for the opening of <br />Iii Pearl Street and that he was not willing to go further with the Ordinance until <br />!; the Pearl Street situation had been cleared up. After some discussion a motion <br />I was made by Bailey and seconded by Hawn and carried that the 2nd reading of the <br />i: ordinance be further delayed. Councilman Hawn explained that the <br />Police Committee had investigated this matter of stop streets for 13th on the west <br />ii side of Willamette and that the Chief of Police had felt that a stop sign at 13th <br />i:I' and charnelton would not be much help. Councilman Hawn stated that what was needed <br />. was a thorough traffic survey for the City of Eugene but that it had been brought <br />ii <br />!; up from time to time and nothing had ever been done about it. After some discuss- <br />ion Councilman Hawn stated that he would make an investigation regarding this <br />interesection as 13th and Charnel ton and report back at the next Council meeting. <br /> <br />.*~~, <br /> <br />I: <br /> <br />Councilman Davis reported regarding the vacation of the alley south of <br />the Eugene Hospital stated that construction had been started on the building <br />north of the alley along the Electric Cleaners Building and that this matter of <br />vacation and changing the width of the alley would have to be dropped. <br /> <br />I'" <br />,I <br />,'I <br />I,' <br />" <br />'II.' <br />'I <br /> <br />i, <br />I <br />r <br />Ii <br />Ii <br />Ii <br />1:11 <br />I <br />I <br />I, <br />I: <br />I. <br />f <br /> <br />At this time a letter from Hugh L. <br />and overhead wires was read. ,To this was <br />vice-president and General Manager of the <br />follows: <br />"Please be advised that if authority is given the Railway Company <br />to use this class of power in the City of Eugene, if and when we <br />are able to secure sufficient units t~ handle the business now <br />being handled by electric locomotives, it is the intention of the <br />Oregon Electirc to abondon the electric operation, and we would as <br />soon as possible thereafter remove the poles and overhead now used <br />for the transmission of power, from the streets of the City. " <br /> <br />Biggs regarding the removal of poles <br />attached a letter signed by T.F. Dixon <br />Oregon Electric Railway which was as <br /> <br />An ordinance amending Section. 4 of Ordinance 8514, granting the franchise to the <br />Oregon Electric Railway Co., was brought up at this time. Amotion was made by <br />Bailey and seconded by Hawn and carried that the Ordinance should have its second <br />reading at this time by title. The title of the ordinance was read and the Ord- <br />inance laid over for its 3rd reading. <br /> <br />Councilman Allen not being able to be present had left a report with the <br />Recorder and it was read at this time. He stated it was the committees recommend- <br />ation that Mr. Boentgen at 1404 East. 21st be allowed to remove the trees in the <br />parking as requested and that he be allowed to make a refill of Hawthorne trees. <br />This all to be done at the expense of Mr. Boentgen. Councilman Allen also left <br />a report regarding a tree in front, of the Unitarian church at 11th and Ferry. He <br />stated it was the recommendation that this tree should be removed. There was <br />some discussion by the Council regarding the removal of the tree in parking strips, <br />if it should be at the expense of City or whether it should be borne by the abutt- <br />ing property owners. . A motion was made, seconded and carried that the Board of <br />Trustees of the Unitarian Ohurch should be notified that the tree should be re- <br />moved at the expense of the church. <br /> <br />Departmental reports of the Police Department andoEugene Public Library <br />for December and the annual report of the Police Department for the year 1944 <br />were ordered placed on file. <br /> <br />Curb cut requests for Mrs. C. B. Ellis, 1760 Villard, Charles F. Johnson, <br />132 West 23rd and Melba M. Jones, 1395 Washington, for 12 foot cut was granted <br />as recommended by City Engineer, W. C.
