The Recorder stated that <br />he had contacted the Eugene manager of the Oregon Motor Stages and he reported <br />there were 5 buses on the Springfield run, two on the Fairmount, Lopp, one on the <br />University Loop, one each on the River Road, West 11th and College Crest and an <br />afternoon tripper on these routes and an owl bus for the SP shops from 12:20 to <br />6:00 A.M. This would be a total of 13 busses and the Oregon Motor Stages paymen~ <br />was for 11 buses making a total of $275.00. On motion made, seconded and carrie <br />the Recorder was instructed to return the check to the Oregon Motor Stages and <br />ask for an adjustment of the matter. <br /> <br />I <br /> <br />At this time the Recorder read a request from Gerald E. Butler to open a <br />Cocktail Bar under what the Oregon Liquor Commission calls a Restaurant License. <br />Mr. Butler was present and stated that if permitted to open this place, he would <br />put it in a part of the City that would meet the approval of the Council; that <br />he would run a clean and orderly place and cooperate to the full extent with the <br />City and Federal Authorities. Councilman Hawn explained that there was only one <br />business of this kind in operation in Eugene that he had had several requests for <br />the opening of these places that had not come before the Council. Councilman <br />Bailey stated that he had heard no urgent demand for a business of this kind, <br />that he felt the matter should be delayed until there was more of a demand; <br />Councilman Crumbaker stated he felt this would be a move in the wrong direction. <br />Councilman Koppe stated that he did not favor the granting of any more beer lic- <br />enses or the kind requested by Mr. Butler. Councilman Jurley stated that Mr. <br />Butler had ~ontacted him but that he was unfamiliar with the situation and had <br />given Mr. Butler no encouragement. Councilman Johnson stated that he was oppose~ <br />to a move of this kind. Mr. Butler stated that he would like to have an express- <br />ion of the Council regarding the proposal at this time. A motion was made by <br />Hawn and seconded by Davis that the request of Mr. Butler be granted. On roll <br />call councilmen voting AYE were, Hawn, Davis and Hurley. Voting NO were Koppe, <br />Crumbaker, Bailey and Johnson. Absent Allen. And the motion was declared lostt. <br /> <br />A bill from Dr. E. T. Helms in the sum of $19.25 which he paid a plumber <br />for the repair of a sewer and was asking a refund from the Council, was referred <br />to the Sewer Committee. <br /> <br />A letter from I. G. Kjosness, regarding the. FPHA War Housing was" read and <br />ordered placed on file. <br /> <br />The Lane County Health Boa~d had sent notices to Mrs. Mary B. Cherry, <br />503 Pearl and the manager of the Northwest Poultry & DairYt 472 Pearl regarding <br />garbage and waste material on their premises. Mr. W. J. Cloyes, Sanitarian was <br />present and the meeting and stated that both of the places had been renovated. <br /> <br />Mayor McNutt stated that Mr. Tugman was present and that he would ask <br />him to address the Council regarding the re-routing Highway #99 west and south <br />of town. Mr. Tugman explained the highway commission had already secured the <br />right of way as far as Eleventh Avenue. That he was meeting with the Highway <br />Commission tomorrow and was taking with him letters from Mr. Kinney and the <br />Oregon Properties in which they were offering the right of way through their <br />properties south of town at a nominal figure. Mr. Tugman suggested that it <br />would be nice thing if the City could offer theHrghway Commission the right <br />way through what is known as the old City Airport. He stated the proposed high- <br />way would cut diagonally through what is known asdtheeold airport for about a <br />half mile. He was asked how wide the right of way would be and Mr. Tugman stated <br />he did not know whether the Commission would want. 200 or 240 feet. After some <br />discussion by the Council a motion was mad~ by Davis and seconded by Hawn that <br />the Pfuty offer to the Highway Commission free of charge a right of way 200 feet <br />wide through the old airport with the understanding this would revert beck to the <br />City if construction was not made within five years after the end of the present <br />world war. On vote the motion was carried. <br /> <br />I <br /> <br />A letter from the Greyhound lines stating reduction of rates and fares <br />so~th of Portland was ordered placed on file. <br /> <br />The State Highway Commission had addressed a letter to the Mayor and City <br />Council showing the proposed High Street and Mill race routes for the connection <br />between the proposed Ferry Street Btidge and Sixth Street. . These diagrams were <br />in detail and explained the costs of the two routes. The communication was <br />ordered placed on file for further consideration. <br /> <br />A letter from W. C. Martin and Early K. Elmore requesting permission to <br />operate an aircraft electrical and repair shop on the Mahlon Sweet Airfield was <br />read. Councilman Hawn suggested that the Mayor sho~ld appoIDnt a Special Airport <br /> <br />Committee, stating that there would prabably be several other requests and ~iff- <br />.erent matters coming up that should be referred to such a committee. The Mayor <br />promised that he would make appointment of a committee of this kind at the next <br />Council meeting and the letter was. ordered place~ on file. <br /> <br />I <br />
