<br />The amendment does not affect the Ccode and plan provisions regarding the transition of land <br />from rural to urban uses. Therefore, Statewide Planning Goal 14 does not apply. <br /> <br />Goal 15 - Willamette River Greenway. To protect, conserve, enhance and maintain the natural, scenic, <br />historical, agricultural, economic and recreational qualities of lands along the Willamette River as the <br />Willamette River Greenway. <br /> <br />The subject property is not within the Willamette River Greenway and the amendment does not <br />contain any changes that affect the Willamette River Greenway regulations adopted by the City. <br />Therefore, Statewide Planning Goal 15 does not apply. <br /> <br />Goal 16 through 19 - Estuarine Resources, Coastal Shorelands, Beaches and Dunes, and Ocean <br />Resources. <br /> <br />There are no coastal, ocean, estuarine, or beach and dune resources that would be effected by this <br />amendment. Therefore, Statewide Planning Goals 16 through 19 do not apply. <br /> <br />b)Applicable provisions of the Metro Plan. <br /> <br />The amendment is consistent with applicable Metro Plan policies (listed below), does not conflict <br />with Metro Plan policies, and does not make the Metro Plan internally inconsistent. To the degree <br />that any Metro Plan policies apply, the applicant provides the following analysis: <br /> <br />modification to allow a transit facility on the property, there are only a few Metro Plan <br />policies that apply. To the degree that any Metro Plan policies might apply, these are as <br />follows: <br /> <br />Transportation Element <br /> <br />Provide for transit-supportive land use patterns and development, including higher <br />intensity, transit-oriented development along major transit corridors and near transit <br />stations; medium- and high-density residential development within ¼ mile of transit <br />stations, major transit corridors, employment centers, and downtown areas; and <br />development and redevelopment in designated areas that are or could be well served <br />by existing or planned transit. (Policy F.3) <br /> <br />River Road is a major transit corridor. Approval of the requested refinement plan text <br />amendment will enable transit-supportive and transit-oriented land use and development, <br />including a new transit station, to occur on the site, which is adjacent to River Road. <br /> <br />Require improvements that encourage transit, bicycles, and pedestrians in new <br />commercial, public, mixed use, and multi-unit residential development.
