<br />"WHEREAS, heretofore the Common Council has submitted to the Planning '..".-
<br />Commission certain changes in the classification of Lot 3, block 1, Kincaid Add-
<br />i tion to Eugene, Lane County ,Or~gon, and the Planning Commission bas held a
<br />hearing, adopted a permanent and final report recommending that the North half of
<br />Lotts 1~2,3,4,5, and 6 of Block ,1., Kincaid Addition be rezoned as a business dist-
<br />rict and .submitted it to the IJommon Council with the recommendation that the same'
<br />be enacted into an Ordinance, and the Council has prepared and given its fiIS t
<br />reading of an Ordinance enacting said permanent report.
