<br />In the matter of complaints concerning sawdust and cinders in the West
<br />section of the City, I wish to advise the Council that the Fire Hazard Inspector,
<br />working in conjunction with the State Fire Marshal's Office, is engaged in a pro-
<br />gram seeking to minimize and eventually eliminate this nuisance and fire danger.

<br />A meeting of members of the Council Police Committee and the City
<br />Manager with representatives of the Pacific Telephone and Telegraph Company was
<br />held June 7, 1946 at which time the Telephone Company submitted proposals for
<br />two-way, radio telephone service for the Police Department. Estimated instal-
<br />lation and rental charges for this service were found to exceed $9,000.00 per
<br />year as against an estimate of $3,500.00 to convert the present police radio
<br />system to two-way communication. It,is our recommendation that the Council
<br />authorize expenditure not to exceed $3,500.00 from the Equipment Reserve Fund
<br />for converting the present radio system to a two-way unit.

<br />During the past month this office, acting upon authorization of the
<br />Council, awarded a contract to the R.E.M. Contracting Company for the paving of
<br />the alley from Olive to Charnel ton Street between 7th and 8th Avenues West on a
<br />low bid of $2,325.00.

<br />In the matter of contract award for the improvement of Alder Street
<br />between 25th and 27th.,Avenues and Taylor Street between 8th Avenue West and West
<br />Broadway, we find that the old assessed valuations on Alder Street are not suf- .
<br />ficient to legally bond the assessments against the properties involved, while
<br />the proposed improvements of Taylor Street has been remonstrated against by all aff cted
<br />property owners. It is, therefore, recommended that no bids be accepted on these
<br />two improvements and that the certified checks of the bidders be returned:
<br />
<br />The foregoing reports and recommendations are submitted for your action
<br />at this time."

<br />It was moved by Davis, seconded by Allen that the report of the City Manager be
<br />approved and placed on file and that the recommendations contained therein be
<br />adopted.
<br />
<br />A communication from the Office of the City Manager requesting the re-
<br />vocation of rooming house license at 731 Willamette Street, was submitted and read.
<br />
<br />It was moved by Bailey, seconded by Davis that the communication from the office
<br />of the City Manager re: Rooming House (73l Willamette St.) be received and placed
<br />on file and that the license at 731 Willamette Street be revoked. Motion carried.
