<br />I The Planning Commission on its own motion recommends to the Common
<br />Council that it initiate proceedings for the reclassification of the following
<br />areas:

<br />Lots 1,2,3, and 4 in Bloc~ 2, and Lots 1 and 2 in Block 3, and
<br />Lots 1 and 2 in Block 4, and Lots 21 and 22 in Block 5 of Fairmount
<br />Addition to Eugene, and also that tract of ground bounded on the
<br />south by the North line of 13th Avenue East, and bounded on the
<br />North and East by the Southern Pacific Railway right of way
<br />(Franklin Boulevard enlarged), and on the west by the East line
<br />of Lot 1 in Block 2 aforesaid, (said tracts of land facing the inter-
<br />section of 13th Avenue East and Columbia Street in said CityO:, from
<br />B-2 business property to R-l, single family residence property.
<br />
<br />Commencing at a point 'on the north line of 8th Avenue West in
<br />Eug~ne at the Southeast corner of Lot 8 in Block 8, Skinner's
<br />Addition to Eugene, and running thence North to the South line
<br />of 7th Avenue West at the Northeast corner of Lot 3 in said
<br />Block, thenc e West along the South line of 7th Avenue to the
<br />center line running north and south through Lot 3 in-the
<br />Block 9 of said Skinner's Addition, thence South to the inter-

<br />The Planning Commission recommends to the Common Council for its adoption
<br />the plan of ,Mr. Buford for the development of the Franklin Boulevard Highway area.

<br />It was moved by Crumbaker, seconded by Hawn that the Council approve that portion
<br />of the Planning Commission's permanent report covering approvals and rejections of
<br />re-zoning requests with the exception of the commission's report on the re-zoning
<br />request of Mr. Henry R. Byers. Motion carried.

<br />It was further moved by Hawn, seconded by Crwnbaker that the report of the
<br />Conwission on the re-zoning request of Mr. Byer's be referred back to the Plan-
<br />ning Commission for further study and public hearing and that the planning com-
<br />missio'n withhold its report and recommendation to the Council until the com-
<br />mission shall have been furnished by the State Highway Department with plans for
<br />a free way to serve the property in question, such free way to be designed and
<br />approved by the State Highway Department. Motion carried.

<br />: It was further moved by Crumbaker and seconded by Hawn tha t that portion of the
<br />: report seeking the initiation of proceedings for re-zoning of properties along
<br />I Lincoln Street and on Franklin Boulevard be adopted. Upon motion the balance of
<br />the Planning Cw~ission's permanent report was ordeted received and placed on file.

<br />12, the improvement of Monroe ,}Street from 19th to 22nd Avenues by paving, was sub- I-

<br />j It was moved by Davis, seconded by Hawn that the petition be received and placed -
<br />! on file and that the necessary improvement ordinances be drawn. Motion carried.
