<br />r ,A report of the City Manager re: traffic recommendations in the
<br />! University area together with petitions in reference to these matters, was
<br />I. submit;ted,and read as follows:

<br />! "Since the last regula,r meeting of the Common Council, two peti tions
<br />4 : ha ving to do with, traffic ,control measures in the University area, have been
<br />: filed with this office. The first petition" bearing 116 signatures petitions
<br />I the Council for the opening of ~3th ,Avenue, East for public use at all times
<br />I'~ j. and protesting the 10-minute clqsure of 13th Avenue - between, Kincaid and
<br />: Uni versi ty, now i,n- ef,f~ct,. 'rhi,s pe,ti,tion sets forth that the traffic hazard
<br />; created by dive~ting traffic North at 13th and University is far worse than
<br />:, the" hazard to adult studentscr,ossing 13th, Avenue,.

<br />The second petition signed by representatives of all the affected
<br />businesses on 13th Avenue East between, Alder and, Kincaid requests the Council
<br />:: to re-consider the, parking regula tion which,- bans parking on both sides of the
<br />;' street. They reque,st that parking be allowed on the North side of 13th Avenue
<br />~ ;: between Alder and, Kincai~,. with a limit of 45 minutes and that all parking be
<br />ii banned, on the South sid,e between the hours of 7:00 A.M. and 5:00 P.M. In view
<br />:j of the fact that this request is in line with the original recommendation made
<br />:' for this area, it is recommended that the Council take the necessary step$ to
<br />:; place the same into effect.

<br />!; A study or'the traffic conditions on Kincaid between 11th and 13th
<br />!. Avenues, East has been made at the suggestion of the Council and it is believed
<br />!, that, parking- on" the, East side of Kincaid would not seriously impede traffic
<br />[! at this point provided too t parking be elimina ted a di stance of 60 feet from
<br />Ii the intersections of 11th and 13th Avenues. It is recommended tha t this regu-
<br />~ lation be carried into effect.

<br />~l With reference to the petition proposing the closure of 13th Avenue
<br />:: East, during class changes on the Univers,ity campus, this of course, is, a matter
<br />:: of policy and one- for Council decision. However, it would appear that the plan
<br />;; is ,the- only suitable one under present c ondi tions. to assure a maximum of safety I
<br />; for the heavy pedestrian traffic at. this point and should be kept in effect I
<br />i. until it is possible to suitably by-pass East and West bound traffic in con-
<br />it junction with proposed Highway, Department street changes in this area."
