<br />At this time I should like to recommend, to the, Council that the proper
<br />steps be, taken- to establish Hilyard Street fr,om. ,13th Av,enue, East to 19th Avenue
<br />East as a North,..South arterial street and. the installation of stop signs for
<br />North bound and W~st bound traffic at the 13th and Hilyard intersection and making
<br />a right-hand turn permissive at all times for East bound traffic at this inter-
<br />sec tion..

<br />: It is our opinion tha t ,protection. for through traff,ic on Hilyard between
<br />II 13th and, 19th w-ill serve, to divert Eas,t bound traffic at this point and that in

<br />!; dential area from the, cit.yts business dist.rict and will ,aid mat,erially in re-
<br />:, lieving congestion on 13th Avenue. at Alder and Kincaid. Streets. It is also felt
<br />,: that this move wilL somewhat alleviat,e, the crowded condi,tions on Alder, Street
<br />.':between. 13th, and 19th. Since the esta,blishment of temporary housing facilities
<br />: on Alder Street, pa rking on this narrow thoroughfare has increased tremendously
