This company is the <br />housing division of the O. D. Johnson Lumber Company of Toledo, Oregon. The <br />Prefabrication Engineering Company is manufacturing factory built homes in <br />Portland, Oregon, called Prenco Homes and desires to sell them in the City of <br />Eugene, Oregon. <br /> <br />.-- <br />~., <br />-.. <br /> <br />~'1 <br /> <br />..... ~" , <br /> <br />,', .\(/ <br /> <br />In order to do this it is necessary that certain provlslons of the <br />building code of the City of Eugene be amended. Prenco Homes are approved for <br />long-term mortgage insurance by the Federal Housing Administration, based on <br />Appraisals comparable to traditionally-built house valuations; also, approved by <br />the Technical Division of the National Housing Administration; Veterans Ad- <br />': ministration, and the Bureau of Buildings of the City of Portland, Oregon. <br /> <br />Hereto attached is a brief brochure of. Prenco Homes and I am also sub- <br />mitting to you a complete blue print of specifications and plans showing construc- <br />tion details of these homes. I respectfully request the amendment of the building <br />code of the City of Eugene, Oregon, so that these homes may be utilized here." <br /> <br />It was <br />placed <br />matter <br />erence <br />homes. <br /> <br />moved by Hawn, seconded by Davis that the communication be received and <br />on file and that the City Manager be authorized to further investigate the <br />and to re turn a IJeport and recommenda tion to the Common Counc il with ref- <br />to amendments to the Building Code to permit construction of pre-fabricated <br />Motion carried. <br /> <br />A communication from the Veterans of Foragn Wars, was submitted and <br />read as follows: <br /> <br />"It is noted that an exception was made in granting dates to th~ <br />Pageant Assoc'iation omitting the dates of the V.F.W. Carnival. We assume this <br />exception was made to clear the way for possible,licensing of our carnival as <br />previously requested by Mr. George Heddinger, our retiring Commander. <br /> <br />As pointed out in Comrade Heddinger's letter, a contract was executed <br />in January between Willamette Post No. 293, Veterans of Foreign Wars, and the <br />Browning Amusement Co. of Salem whereby the said Amusement Co. agreed to provide <br />a carnival for six days beginning on or about June 10, and to be known as the <br />V.F.W. Carnival. Terms of this contract require Post 293,~F.W. to provide the <br />site, license, and policing for the carnival. <br /> <br />A recent change in city boundaries .brought the site of the carnival <br />inside the city limits and thereby m?de the carnival subject to city license fees. <br />Payment of any of these fees would have to come from the proceeds to the V.F.W. <br />The anticipated proceeds as indicated in Mr. Heddinger's letter are considerably <br />less than said license fees. <br /> <br />Therefore, since the V.F.W's proceeds are used for relief of needy <br />veterans and their dependents, and since requirement of said license fees would <br />act to prohibit holding of said carnival and force Post 293 to cancel its contract <br />with Browning Amusement Co., Willamette Post No. 293 respectfully requests that <br />said license fees be waived for this V.F.W. Carnival. <br /> <br />We appreciate the city's position and do not expect that granting of <br />this request should become a precedent for future requests. We s~all be glad to <br />have a representative of Willamette Post No. 293 meet with the City Council and <br />representatives of other patriotic and civic organizations to help formulate a <br />method of handling future licensing to local groups for worthy causes.. <br /> <br />Since time is of the essence of this request, your prompt action and <br />reply will be greatly appreciated." <br /> <br />It was moved by Hawn, seconded by Davis that ~he communication be received and <br />placed on file and that the fees be waived for June, 1947 only.
