Martin and Grace B. Martin proposed to <br /> deed to the City of Eugene all of lot 12 of the Agate Plat which will provide a 50' <br /> right-of-way for the extension of Onyx and/or Inavale Street to intersect with (..- <br /> Emer~ld Street at right angles. <br /> .....:J <br /> We believe that this change in the intersection of Inavale Street and Emerald <br /> Street will eliminate a very definite traffic hazard which is occasioned by the <br /> present "Y" split of the extension of Emerald Street into Inavale Plat. This "Y" <br /> is at the foot of a steep hill which services some 15 or 20 residences of the <br /> I Inavale Plat as an entry to the present city streets and views at this intersection <br /> are badly blocked by the growth of blackberry bushes, willows and other growth so <br /> that there is a definite traffic hazard there at all times and the signers' <br /> observations have been that a number of fatal accidents have been avoided there more <br /> by good luck than any other reason as there have been a number of narrow escapes, <br /> especially of small children, at this intersection. <br /> This change would also provide a shorter and safer street layout, cutting <br /> down maintenance costs and paving costs when these improvements are made and these <br /> improvements should be made, or at least arranged for, at an early date due to the <br /> rapid growth of the building up of Inavale Plat before the situation becomes more <br /> complicated. <br /> In addition to the vacation of Inavale Street South from the South line of <br /> lot 12, there would be left a small triangular piece of property adjoining Emerald <br /> Street on the East and the newly projected short line of Inavale Street on the South <br /> which should be deeded by the Dity to the owners of lots 1, 2 and 3, Onyx PIa t. <br /> This arrangement would make possible the extension by the property owners of <br /> Block 4, Onyx Plat, to construct a sidewalk from the end of the present sidewalk <br /> on the West side of Emerald Street to the city limits, thus completing standard side <br /> walks from the center of town to the city limits on the west side of Emerald Street. <br /> We attach hereto a rough sketch showing the proposed change, of which we <br /> respectfully request that the Honorable kembers of the City Council make proper <br /> I investigation and pass upon it favorably, both in the interests of the undersigned <br /> property owners and the general developments of the City of Eugene." <br /> It was moved by Hawn, seconded by Davis that the communication be received and <br /> placed on file and be referred to the Public Works Corrwittee and Planning Commission <br /> Motion carried. <br /> A petition signed by P. M. Morse and 110 others protesting the smoke and soot <br /> 18 nuisance, was submitted and read. <br /> It was moved by Hawn, seconded by Davis that the communication be received and v <br /> placed on file, and that the matter be referred to the City Manager for investigatio <br /> and further report to the Common Council. Motion carried. <br /> A communication from the Willakenzie Grange No. 498, was submitted and read <br /> as follows: <br /> "WHEREAS the suburban areas adjacent to the cities of EUGENE and SPRINQ.FIELD <br /> Oregon have been experiencing a great growth, and as a result numberous sub- <br /> divisions have been and are being opened up for building and <br /> VlliEREAS as a result of this very rapid growth, there is a complete lack of a <br /> systematized numbering or naming of streets or numbering of houses in any of these <br /> suburban areas, and <br /> WHEREAS the two aforementioned cities are closely linked by the reason of the <br /> rapid growth of intervening and adjacent suburban areas, and <br /> vVHEREAS a street numbering committee of the Lane County Planning Commission <br /> I have outlined a plan for an overall numbering system covering all the streets of <br /> the two aforementioned cities and all adjoining subdivisions, which plan, if carried <br /> out, would constitute a simplified means of locating "addresses in any part of these <br /> two cities or their subdivisions, and will further provide for extending the same <br /> system to include any and all subdivisions that might be added to either city in <br /> the future, <br /> NOW THEREFORE BE IT RESOLVED that Willakenzie Grange No. 498 in regular session <br /> assembled, go on record as approving this basic plan as worked .out by the afore- <br /> mentioned committee, and <br /> I BE IT FURTHER RESOLVED that copies of this resolution be mailed to the city <br /> councils of both Springfield and Eugene for their consideratio1].." <br /> It was moved by Hawn, seconded by Davis that the communication be received and <br /> placed on file. rv~otion carried. <br /> d..___ ,ioill <br />
