The meeting was called to order by his Honor, Mayor Earl McNutt. :;.~l <br /> Councilmen present at rollcall were - Hawn, Crumbaker, Bailey, Johnson and Wells. ,....-.. <br /> ....... <br /> Davis, Allen and Pennington absent. <br /> Upon motion the minutes of the last regular meeting held August 11, 1947 <br /> were considered read and approved. <br /> I REPORTS OF COMMITTEES <br /> 1 A report of the Public Works Committee was submitted and read as follows: <br /> "Your Committee on Public Works to whom was referred the matter of purchase <br /> of properties lying within the street area of West Broadway if extended westerly <br /> from Almaden Street for a sewer pumping plant installation and future street <br /> opening, begs to report as follows: <br /> That we have considered the offer of the property owners in the amount of <br /> $3500.00 and recommend a counter offer of $3000.00 with the sellers to furnish <br /> deed and title insurance to the property, sketch of which is attached hereto." <br /> It was moved by Crumbaker, seconded by Johnson that the report be received and <br /> placed on file and that the recommendation contained therein be approved and the <br /> City Manager authorized to complete negotiations for purchase of property. <br /> Motion carried. All Councilmen present voting AYE. <br /> REPORTS OF OFFICERS <br /> 2 A report of the City Manager re: smoke control, was submitted and read as <br /> follows: <br /> "With reference to the petition recently filed with the Common Council <br /> complaining of smoke nuisance in the area adjacent to the Northwest Cities Gas <br /> I Company, I wish to report that officials of that company have been contacted as <br /> has Mr. Ray Boals of the Eugene Water Board, which operates its steam plant in <br /> this vicinity. <br /> In cooperation with both of these parties, we are making plans to locate <br /> and maintain cinder and soot collecting devices at various points in the area <br /> to determine if possible the main source .or sources of this nuisance. Both <br /> plants have agreed to work with us on this project and will attempt to correct <br /> the cause of the soot and cinder nuisance as far as it is possible to do so. <br /> A report to the Council on our findings will be made at a later date." <br /> It was moved by Bailey, seconded by Crumbaker that the report of the Manager <br /> be received and placed on file. <br /> A report of the City Manager re: Purchase of School properties, was sub- <br /> 3 mitted and read as follows: <br /> "In connection with the recent sale to School District No~ 4 of certain <br /> City-owned properties along Hilyard Street, the Board offered to sell to the <br /> City of Eugene Lots 1 through 6 inclusive and Lots 23 through 28 inclusive in <br /> Block 5, West Moreland Plat for future use by the City as a playground site. <br /> The 12 lots constituting a tract 150 x 210 feet had been previously appraised <br /> by the Board at $900.00. <br /> I I have at hand a letter from the School District proposing that the City <br /> accept this tract as the first of six annual installments to be paid on the <br /> Hilyard Street property. <br /> The location of the Grant Street property is such that it would fit well <br /> into our future plans for expansion of small playground areas and I would like <br /> to recommend that the offer of the School District be accepted and that the <br /> property be purchased by the City in accordance with the suggested terms as <br /> outlined above." <br /> I It was moved by Johnson, seconded by Crlli~baker that the report of the Manager <br /> be received and placed on file and that the recommendation be approved and the <br /> City Manager instructed to complete the purchase of the Grant Street properties. <br /> Motion carried.'
