Motion carried. <br /> <br />I, <br /> <br />PETITIONS AND COMMtJl\TJ:CATIONS ;: <br /> <br />A petition signed by Harry McAdams and Gl~nn Smeed requesting concrete curb <br />5 and gutter, asphalt paving and cement sidewalk on 15th Avenue West from Lawrence <br />to Washington Streets, was submitted. ' i <br /> <br />It was moved by Crwnb4ker, seconded by Johnson that the -petition be received and ': <br />placed on file and tha~ the City Attorney be instructed to prepare the necessary ~ <br />improvement ordinances provided that the petition is supported by signatures re- i: <br />presenting 51% of the pro,perty 'owners to be assessed for the improvement and pro- : <br />vided further that the metter of title to an 8\foot ~trip abutting the proposed ~ <br />improvement and now owned by the City of Eugene\be deeded to the 'abutting property : <br />owners or dedicated for stre'et purposes to relieve the City of any assessment for <br />the improvement. Motion cari~~d. . <br />.~ 11 <br />A communication from the -Directors of the Eugene Chamber of Commerce re: :' <br />6 peddlers ordinance and banning of carnival attractiops, was submitted and read as ~ <br />follows: i: <br /> <br />"Recently the Retail Merchants DiVision of the Eugene Chamber of cormn'erce met : I <br />and took action upon two proposals, one concerning their recommendatIon for adoptiont <br />of a city ordinance regulating and controlling solicitations in the City of Eugene; , <br />the second recommending against granting permission for carnivals to set up and , <br />operate wi thi.n the City Limits of Eugene. : <br />I <br />o · <br />Both of these measures are amplified as to discussion in the attached copy of ;: <br />the minutes of the last regular meeting of the Eugene Retail Merchants Division. <br /> <br />" <br />The recommendations of the Retail group were submitted to an official meeting . <br />of the Board of Directors of the Eugene Chamber of Commerce: held Thursday noon, " <br />August 13, 1947, at which time approval of the Boara was expressed for the Retail <br />Division's report, and I was instructed to forward their request in these two in- <br />stances for c'onsideration of the Eugene City Council at it t S next meeting. I' <br /> <br />Your cooperation in bringing this recommendation to the next city council ,: <br />meeting will be app'reciated. ff . : <br />I <br />I <br /> <br />It was moved by Johnson, seconded by Crwnbaker that the communication be received " <br />and praced on file and that the matter of prohibiting carnivals within the City : <br />limits be referred to the Judiciary Committee of the Council for report and recom- <br />mendation. . . <br />I, <br /> <br />A communication from Chief Pittenger re: suspension of taxi-cab drivers I <br />7 license of Perry A. Miller was submitted by the City Manager who recommended that <br />the Council concur in the proposed suspension.' ( <br />j' . <br />:) <br />"In reply to your memo of August 19 concerning the suspension of license I <br />to operate taxi-cab for Perry A.' Miller. <br />~: <br />i <br /> <br />I would call your attention to the fact that this conviction was not in ' <br />the Municipal Court, but under the provisions of Ordinance #8906, Section 7, the , <br />Council has the right to suspend or revoke licenses held by taxi-cab companies and I <br />drivers for violations of the city ordinances, state or feueral laws.
