<br /> ""lllII <br /> 35 <br /> ~ - - -.-- - --- - - - --- - --- - -- - - <br /> - ~ ~ --- - -- - ---- <br /> 9 A permanent report of the Planning Commission was submitted and read as <br /> follows: <br /> I ~~ <br /> "As a permanent report, pursuant to the Resolution of the Common Council of :,;\ <br /> the City of Eugene directing the City Planning Commission to prepare a report upon 1t,1 <br /> certain requests for reclassification and rezoning in areas within said City, the ..." <br /> 'City Planning Commission hereby adopts as its permanent report, the following: <br /> The Planning Commission recommends the following rezoning and change of <br /> classification, to-wit: <br /> I CHRIS JENSEN: Lot 1, Block 9, Chambers Addition to Eugene. <br /> Property located at 1940 West 11th Avenue. <br /> Requested change from single family residence to business classification. <br /> and the Planning Co~nission recommends the denial of the following petition for <br /> change of classification, to-wit: <br /> FRANK WILLS: Lot 8, Block 9, of Elias Stewart's Addition to <br /> Eugene, as platted and recorded at page 29 of Volume 2, Lane <br /> County, Oregon Plat Records. <br /> 66 8/10 facing 12th Street and 160 feet to alley in the 300 <br /> block on 12th Street and between 11th and 12th Streets. <br /> Requested change from Four apartment zone to Apartment classification." <br /> It was moved by Crumbaker, seconded by Allen that that portion of the report re: <br /> the application of Mr. Wills be segregated. Motion carried. <br /> It was moved by Crumbaker, seconded by Johnson that the balance of the permanent <br /> report of the Planning Commission be adopted. Motion carried. <br /> . <br /> It was moved by Crumbaker, seconded by Pennington that the matter of Mr. Will's <br /> application be referred to an appropriate committee of the Common Council to be <br /> named by the Mayor. Motion carried. <br /> I Mayor McNutt announced the appointment of the following committee to further study <br /> and report on the Will's application, this committee to consist of Councilmen Hawn, <br /> Crumbaker and Bailey. <br /> 10 A special report of the Planning Commission held September 6, 1947, was sub- <br /> mitted and read as follows: <br /> "At a special meeting of the Planning Commission held September 6, 1947, the <br /> Commission discussed the need for protecting property values in various areas in the <br /> City by immediate action. It was felt that in some cases construction allowable by <br /> the present zoning ordinance would prove to be detrimental to the proposed plan and <br /> the introduction of undesirable uses could easily occur before the proposed ordinance <br /> could become effective. The N.W. corner of 19th Avenue East and Hilyard was re- <br /> garded as a critical area. <br /> It wa s, therefore, moved, seconded and carried that the Council be requested <br /> to reclassify Lots 5 and 6 9fBlock 9 of Driverton's Addition to Eugene from a <br /> Business Zone, B-2 to a Multiple Family classification, R-3. <br /> A motion was also made, seconded and unanimously carried that the Planning <br /> Commission protest to the Common Council the following: <br /> 1. Considerable discussion has ensued and certain actions have been taken by <br /> the COffinlOn Council and the City Manager's Office regarding the leasing of a parcel <br /> of lands for a Naval Reserve Training Unit. At no time has the Planning Commission <br /> I been advised as to the proposed plans nor have they been asked to express an opinion <br /> or study the effect of such a development in a residential area. According to <br /> Paragraph 8 of Ordinance #4846 passed by the Common Council on May 25, 1925, es- <br /> tablishing a Planning Commission, it is believed that a study of any plan to lease <br /> or use public land is a duty of the Planning Commission. <br /> 2. Irrespective of the many weaknesses of the present zoning ordinance, a <br /> stricter application of its intent could possibly eliminate some of the injustices <br /> now being rendered in residential areas. Although the present zoning ordinance <br /> I allows doctors to establish offices in residential areas, the code implies that <br /> buildings designed or converted for office use shall conform in character and <br /> appearance to the type of structures within the district. The building recently <br /> approved by the Building Inspector for a doctor's office on the corner of 11th <br /> Avenue and Jackson Street does not comply to these provisions and has introduced <br /> into a residential area an undesirable building which will prove to be detrimental <br /> to resale values for adjacent structures." <br /> ~ <br />
