A report of the City Manager re: proposed vacation of Inavale Street, was
submit.tedand. read as foll..o'ws,:

7

."The Council member~ will r~call that recently. it tabled a proposed vacation i:
of Inavale Street, upon the recommendation of the Public Works Committee. "

,In making its investigation of the proposed va,catiori.:.the, Public Works Com-
mittee took .under consideration the.. possibility. of some.future re-:allignment of
this. street and in this connection suggested that a further investigation be made
as to ownerships of various parcels of property that would be involved in such
str,eetre-,allignment., .

I'

,
To. carry out this suggestion we. .find.that it would be ne.cessary fO:r the City;:
to acquir.e. a.portion .of the old Southern Facif.ic. St.reet railway right~o.f-way :'
abutting the street properand",owned :in part by, the., Souther.n.Facif,ic, .Qompany and '
cer,tain ,pri.vate property owners. '. I,.hav"e....had, ..theEngine,er,s. .o.ffice,pre.pare a list
and. a de.s,cri.ption.of the properti.esin question. and which are shown on the map
attached to this report. I should, therefore, like, .to ask authorizat, ion of the
Council at this time, tha'4 the, prope.r city officers.. be authorized t,o complete
negotiations.. for the purchase of. these " parcels. of .property.- in or,de.r that the way
would be cleared for any future action with reference to the street re-allignment. "
It would appear at this time that the entire cost of such acquisit~on would not be ;
in...exc.ess :of $100.00." :
A report o~ the City Manager re: repairs to roof of Library Building, was
submitted and read as follows:

'tAt the time that the budget for the fiscal year 1947-48 was. adopted last
spring,. the allocation for Public tLibrary purpose,s was. volun tarily reduqed by
action of the Library Board for the City of Eugene. . Since that date an emergency
involving the repairs to the roof of the library building. has, taken place and
. resulted in the necessary expenditu:r:e of $290.00. This. emerge.ncy.. is one that
could not reasonably have been foreseen by the Library:!?oard at the time its
budget was prepared for the fiscal year and the .Board has requested that the
Council authorize the expenditure of $290.00 from our emergency funds at this time'~
to. me.et the cost of the. roof repairs. .

In view of the reduced budget. under. which the l-i brary is operating for this :'
year, it would appear that this request is entirely in order and I would recommend::
to the Common Council that authorization be given for the payment of this bill for;
roof. .repa iI'S. . from "our Emergency Fund.s."

It was moved by Davis, seconded. by"Ha.wn that the repor.t of theCi ty Manager be
received and placed on file and that the expenditure of emergency funds be
. approved. Rollc, all,~ AlLG.ouncilmen.present voting AYE. Allen and Hanns absent.
