<br />A petition for annexation into the City of Eugene by residents of the
<br />College ,Hill area, was submitted as follows:

<br />"The undersigned, each being a resident owner of property located and
<br />situated within the following described territory and area, to-wit:
<br />
<br />Beginning at a point on the present city limits line of the City of Eugene,
<br />Lane County, Oregon, said point being the intersection of the West line of the
<br />alley in Block 35 of College Hill Park Addition in Section 6, T18S, R3W, WM, and
<br />the South City Limits of the City of Eugene; thence South along West side of said
<br />alley to the North line of Block 1 of West View Addition; thence West along North
<br />line of said Addition to the West line of the alley in Block 1; thence South along
<br />the West line of the alley to the North line of Block 4 in the West View Addition;
<br />thence Westerly along the North line of Block 4 to the property line common between:
<br />Lots 7 and 10 in Block 4; thence South on the property lines common between Lots .
<br />7 and 10, and Lots 8 and 9 in Blocks 4, 5, 8 and 9 to the South line of the alley
<br />in Block 9 of said West View ,Addition; thence East along the South line of the
<br />alley to the East line of Block 9; thence South along the East side of said Block
<br />to a point West of the property line common between Lots 5 and 6 of Block 6 of
<br />Frasier-Hyland Addition; thence East along the property lines common between Lots
<br />5 and 6, and Lots 17 and 18 in Blocks 6, 7, and 12 in Frasier-Hyland Addition to
<br />the East side of the alley in Block 12; thence North along the East side of said
<br />alley in Blocks 12, 11, and 10 to the lot line common between Lots 37 and 38 in
<br />Block 10; thence East along said lot line in Block 10 and lot line between Lots
<br />5 and 6 in Block 15 to the West line of Seattle Avenue; thence North, West, and
<br />North along theEast side of Block 15 of Frasier-Hyland Addition to the Easterly
<br />Northwest corner of said Addition; thence North along the East side of Lots 15,
<br />14, 13, and 12 feet df Lot 12 in Block 31 of Colle~e Hill Park Additio~; thence
<br />East to the East side of the alley in Block 31 of said Addition; thence North
<br />along the East side of said alley to its intersection with the present Eugene City
<br />Limits line; thence West along the City Limits line to the place of beginning, all
<br />property lying within Section 6 of T18S, R3W, Willamette Meridian.

<br />hereby respectfully petition and request that 'the above-described territory be
<br />annexed to the City of Eugene, Lane County, OJ;'egon, and included therein; said
<br />annexation proceeding to be 4eld pursuant to and under provisions of Articie I,
<br />Chapter 9, of Title 95, O.C.L.A., as amended.

<br />It, was moved by Davis, seconded by Crumbaker that the petition be received and
<br />placed on file and that the petition be referred to the City Attorney for approval
<br />as to form and sufficiency 'of signatures. Motion carried.

<br />The City Manager submitted and matter of a petition by Raymond R. and Leta
<br />M. Huffman for relief of assessment in the amount of $64.30 for sidewalk improve-
<br />11 ment on the East side of Filmore between West Broadway and 11th Avenue. The
<br />Manager reported that prior to this improvement the .pe~itioner had installed a
<br />walk and driveway at his own cost, bearing the entire expense for the same and
<br />that this walk and driveway did not correspond to the grade, allignment and lo-
<br />cation of the new walk. .

<br />. It was moved by ~ailey, ~econded by Davis that the matter be referred to the Public
<br />Works COInmittee.
<br />
<br />A communication from the U. S. Naval Reserve seeking permission of the Council
<br />12 for a temporary installation of radio antenna atop temporary Navy Armor~ in t~e
<br />Red Cross Building, was submitted.
<br />
<br />"Reference is made to City Ordinance_ 3010 which prohi bi ts, the insta).laJio.n
<br />of certain antennae across city stree~s. It is requested that the provision of
<br />this ordinance be waived and that permission be granted th~, Eugene Division of the
<br />U. S. Naval Reserve to rig a transmitting antenna from a pole atop our temporary
<br />armory in the ~ed Cross Building.
<br />
<br />By way of explanation it is pointed out that not the ,antenna proper, but
<br />rather a guy wire from the Tjffany Building to the end of our antenna, will cross
<br />the stre~t in the proposed installation. Furthermore the installation would be
<br />only temporary and would be removed as soon as the new Reserve Armory is completed.

<br />For your information, the mission of the Communications Department of the
<br />local Res~rve Diyis~on is primarily the development and maintenance of technical
<br />skills in'radio operators and technicians. Obviously, our whole communications
<br />program depends on a satisfactory solution to the problem of antenna installation.
