The City Manager reported no remonstrances on file. It was moved by Davis, seconded by Johnson that the Bill be read the second time by title with unanimous consent of the Council. Motion carried unanimously. It was moved by Davis, seconded by Johnson that the rules be suspended and the bill be read the third time by TITLE with unanimous consent of the Council. Motion carried unanimously. It was moved by Davis, seconded by Johnson that the bill be approved. All Councilmen present voting AYE, the Bill was declared passed and numbered 9103.
