WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />"ATTENDED BY MAYOR JOHNSON, COUNCILMEN HAWN, CRUMBAKER, BOOTH AND SPECIAL COMMITTEE OF <br />CHAMBER OF COMMERCE. <br /> <br />1 <br /> <br />THE COMMITTEE ON SPECIAL TRAFFIC TO WHOM WAS REFERRED THE MATTER OF HIGHWAY DEPARTMENT <br />REQUEST FOR REVISION OF ISLAND CONSTRUCTION ON HIGHWAY INTERSECTION AT JUNCTION OF MILLRACE; <br />CbUNCIL PROPOSALS ON REVISIONS OF ISLAND DESIGN AT JUNCTION WITH 11TH AVENUE AND JUNCTION <br />WITH AGATE STREET, TRAFFiC CONTROL:LIGHTS AND ~ELATED MATTERS BEGS TO REPORT AS FOLLOW.~' <br /> <br />'THAT THE TRAFFIC'COMMITTEE OF THE COUNCIL TOGETHER WITH THE TRAFFIC COMMITTEE OF"THE <br />CHAMBER oi COMMERCE, T~E MAYOR AND THE CHIEF OF POLICE, ACCOMPANIED BY THE STATE HIGHWAY <br />ENGINEER AND STAFF, INSPECTED THE INSTALLATIONS MADE AND/OR PROPOSED ON THE HIGHWAy'AT THE <br />JUNCTIONS WITH THE MILLRACE, 11TH AVENUE, AGATE STREET, AND 13TH AVENUE AND MADE REFERENCE <br />TO,PLANS AND HAD FULL DISCUSSiONS AT EACH OF THESE POINTS. <br /> <br />THAT FO~LOWING THE INSPECTION TOUR A MEETING WAS HELD AT THE EUGENE HOTEL WI'TH THE <br />STATE HIGHWAY ENGINEER AND STAFF AT WHICH THE FOLLOWING POINTS WERE DISCUSSED AND FIXED BY <br />MUTUAL AGREEMENT. <br /> <br />I. THAT THE HIGHWAY DEPARTMENT WILL WITHDRAW ITS REQUEST FOR A REVISION OF ISLAND CONSTRUC- <br />TION AT THE JUNCTION OF BROADWAY AND THE MILLRACE AND WILL PROCEED WfTH THE ORIGINAL PLAN <br />WHI CH PERM IT'S MOV'EM'ENT 'OF 'TRAFF' I C BOT'H EAST AND WEST THROUGH THE I NTERSECT ION. " <br /> <br />2. THAT THE HiGHWAY DEPARTMENT WILL CUT BACK gR SHORTEN BOTH ISLANDS AT THE JUNCTION- OF <br />11TH AVENUE AND fRANKLIN BLVD. SO AS TO FACILITATE ACCESS TO 11TH AVENUE By'NORTHBOUND <br />HIGHWAY TRAFFIC AND TO PERMIT SOUTH-BOUND HIGHWAY TRAFFIC TO MAKE A 1800 TURN TO REVERSE <br />DIRECTION AT THIS JUNCTION. THE WIDER GAP TO BE DIVIDED BY A SMALL ISLAND. IT WAS INDICATED <br />BY THE HIGHWAY ENGINEER THAT A PLAN ON THIS WOULD BE SUBMITTED FOR APPROVAL. <br /> <br />3. THAT THE INTERSECTION OF 13TH AVENUE AND FRANKLIN BLVD. WOULD REMAIN AS PLANNED AND <br />PRESENTLY CONSTRUCTED. <br /> <br />1 <br /> <br />4. THAT AN ISLAND IS REQUIRED IN THE INTERSECTION Of AGATE STREET AND FRANKLIN BLVO. ANO <br />THAT IT WILL BE RE-DESIGNED AND REDUCED IN SIZE TO OVERCOME OBJECTIONS TO THE ORIGINAL <br />DESIGN. <br /> <br />\ 5. THAT IF' AGATE STREET IS OPENED AND IMPROVED NORTH OF' fRANKLIN BLVD. THE ISLAND COULD BE <br />REMOvED ENTIRELY IF THE DEVELOPMENT REQUIRED IT AND FURTHER THAT IF THE DEVELOPMENT NORTH <br />OF FRANK~IN MATERIALIZED IT ~OULD LIKELY BE NECESSARY TO INSTALL 3-PHASE TRAFFIC CONTROL <br />LIGHTS. <br /> <br />1 <br /> <br />6.
