ALSO AS ELEVENTH AND CHAMBERS PASSE~ THROUGH TOWN, CHARNELTON HAS 17 ACCIDENTS, <br />OLIVE 24 ACCIDENTS WITH ONE INJURY, WILLAMETTE 59 ACCIDENTS WITH TWO INJURIES, OAK 19 ACCIDENTS <br />WITH ONE INJURY, PEARL 22 ACCIDENTS WITH TWO INJURIES, HIGH 30 ACCIDENTS WITH TwO INJURIES, <br />HILYARD 18 ACCIDENTS WITH ONE INJURY, AND ALDER 15 ACCIDENTS WITH ONE INJURY, ALL OCCURRING <br />DURING 1948. IT WOULD APPEAR TO THIS OFFICE THAT IT WOULD BE GOOD JUDGMENT TO LIGHT THE WHOLE <br />OF ELEVENTH STREET WITH MERCURY VAPOR LIGHTS AS AN ACCIDENT PREVENTATIVE. <br /> <br />THE SUBJECT HAS BEEN STUDIED BY BOTH liEUTENANT CASH AND MYSELF. MOTION CARRIED. <br /> <br />8 A REPORT FROM THE FINANCE OFFICER - RE: TRUNK SEWER CONSTRUCTION WAS SUBMITTED AND READ AS <br />FOLLOWS: <br /> <br />"My OFFICE RECEIVED A LETTER A FEW DAYS AGO FROM THE BUSINESS MANAGER OF THE UNIVERSITY OF <br />OREGON IN ANSWER TO A REQUEST MADE OF HIM FOR INFORMATION RELATIVE TO THE PLANNED DEVELOPMENT <br />OF THE UNIVERSITY FOR THE NEXT FIVE TO TEN YEARS. THE LETTER WHICH IS ATTACHED TO THIS <br />COMMUNICATION SUMMARIZES THE PLAN IN SOME DETAIL AND POINTS OUT THAT THERE WILL BE A CON- <br />SIDERABLE DORMITORY POPULATION IN THE AREA OF 13TH AND 14TH BETWEEN EMERALD AND ONYX IN THE <br />NEAR FUTURE AND THAT WITHIN FIVE TO TEN YEARS THE DORMITORY POPULATION MAY REACH 2000 IN THIS <br />AREA. THE COMPLETION OF THE ~IRST UNIT Or THE WOMEN'S DORMITORY AT 13TH AND EMERALD IS <br />SCHEDULED FOR LATE SUMMER OF THIS YEAR AND OCCUPANCY BY SEPTEMBER, 1949. THE UNIT WILL HOUSE <br />APPROXIMATELY 333 GIRLS. <br /> <br />IN VIEW OF THE PLANS FOR SUCH EXPANSiON AND IN VIEW OF THE ALREADY OVER-LOADED SANITARY <br />SEWER SYSTEM EAST AND NORTH OF THIS AREA IT IS SUGGESTED THAT EARLY CONSIDERATION BE GIVEN TO <br />THE CONSTRUCTION OF AN INTERCEPTOR SEWER TO RUN rROM FAIRMOUNT W. ON 17TH TO AGATE AND NORTH <br />ON AGATE TO CONNECT TO THE FRANkLIN INTERCEPTOR. <br /> <br />IT IS ALSO RECOMMENDED THAT THE COUNCIL ALSO CONSIDER THE EXTENSION OF A TRUNK SEWER <br />SOUTH ON WILLAMETTE ,TO THE SOUTH BOUNDARY (JUST BEYOND 26TH AVENUE) O~ THE AREA ANNEXED ~O <br />THE CITY IN MAY, 1948. IF AT ALL POSSIBLE CONSTRUCTION OF THIS SEWER SHOULD BE UNDERTAKEN <br />THIS SUMMER. IT WOULD ALSO SERVE THE COLLEGE HILL AREA ANNEXED AT THE MAY, 1948 ELECTION. <br /> <br />ANOTHER POINT OF CONCERN IS THE MATTER OF FINANCING O~ TRUNK SEWER PROJECTS FOR 1949 <br />AND THEREA~TER. THE AUTHORIZATION (APPROVEd BY THE VOTERS IN MAY, 1944) rOR A 5 MILL LEVY <br />FOR riVE YEARS FOR CONSTRUCTION, RECONSTRUCTION, REPAIRS AND ADDITIONS TO THE CITY'S SEWAGE <br />AND DRAINAGE SYSTEM EXPIRED WITH THE TAX YEAR 1948-49. IT IS SUGGESTED THAT THE COUNCIL <br />CONSIDER THE ADVISABILITY OF SUBMITTING A CHARTER AMENDMENT TO THE PEOPLE AT A SPECIAL <br />ELECTION IN TIUE FOR INCLUSION OF A SPECIAL LEVY IN THE 1949-50 BUDGET." <br /> <br />IT WAS MOVED BY HAWN, SECONDED BY BOOTH THAT THE REPO~T BE REFERRED TO THE PUBLIC WORKS <br />COMMITTEE.
