MOTION CARRIED. <br /> <br />9 <br /> <br />COMMUNICATION FROM LANE COUNTY PUBLIC WELFARE COMMISSION - RE: UNSANITARY CONDITION OF <br />RENTAL HOUSING AT 754 tlNCOLN STREET WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />"THIS LETTER WILL INFORM YOU OF THE ACTION OF THE LANE COUNTY PUBLIC WELFARE <br />COMMISSION WITH REGARD TO THE RENTAL HOUSING AVAILABLE AT 754 LINCOLN STREET, EUGENE, <br />OREGON. <br /> <br />THE UNSANITARY CONDITIONS EXISTING ON THIS PROPERTY HAVE LONG BEEN DEPLORED BY LOCAL <br />HEALTH AUTHORITIES AS YOU NO DOUBT KNOW. THERE IS ALSO A SERIOUS FIRE HAZARD. THE HOUSE <br />IS INFESTED WITH COCKROACHES AND BED BUGS AND PRESENTS A SERIOUS THREAT TO THE HEALTH OF <br />THE COMMUNITY. ROOMS ARE RENTED AT THE RATE OF $30.00 EACH TO FAMILIES OR INDIVIDUALS. <br />THE LANDLORD MAKES NO ATTEMPT TO KEEP THE PROPERTY IN ACCEPTABLE CONDITION. <br /> <br />ACCORDING TO INFORMATION RECEIVED FROM THE PUBLIC HEALTH OFFICE, THE HOUSE HAS BEEN <br />CONDEMNED BY THEM AS UNSANITARY, THE OWNER BROUGHT TO COURT AND FINED $500.00, AND A CITY <br />LICENSE DENIED HIM FOR USING THE PROPERTY AS A ROOMING HOUSE. THE CONDITIONS CONTINUE <br />TO EXIST. <br /> <br />I <br /> <br />THEREFORE, THE lANE COUNTY PUBLIC WELFARE COMMISSION HAS NOTIFIED ALL RECIPIENTS OF <br />ASSISTANCE FROM THIS AGENCY WHO LIVE IN THIS HOUSE THAT HEREAFTER,NO RENTAL ALLOWANCE <br />CAN BE INCLUDED IN AN ASSISTANCE GRANT FOR HOUSING AT 754 LINCOLN. <br /> <br />IT IS FURTHER URGED THAT THE CITY COUNCIL BE ADVISED OF THIS SITUATION AND THAT <br />ACTION BE TAKEN TO CONDEMN THE BUILDING IMMEDIATELY." <br /> <br />IT WAS MOVED BY HAWN, SECONDED BY DAVIS THAT THE COMMUNICATION BE RECEIVED AND REFERRED TO <br />THE CITY MANAGER FOR INVESTIGATION BY PROPER AUTHORITIES. MOTION CARRIED. <br /> <br />10 <br /> <br />THE REGULAR MEETING OF FEBRUARY 13, 1950 FALLS ON A LEGAL HOLIDAY. IT IS REQUESTED THAT <br />THE OPINION OF THE COUNCIL BE GIVEN AS TO WHETHER TO CANCEL OR POSTPONE THE MEETING. <br /> <br />IT WAS MOVED BY HAWN, SECONDED BY DAVIS THAT THE FEBRUARY 13TH MEETING BE NOT HELD AND <br />THAT A SHORT MEETING DURING THE WEEK OF FEBRUARY 13TH TO 18TH TO APPROVE PAYMENT OF BILLS BE <br />HELD AT THE CALL OF THE MAYOR. MOTION CARRIED. <br /> <br />ORDINANCES <br /> <br />II <br /> <br />COUNCIL BILL NO. 729 - RE: LEVYING ASSESSMENTS FOR WEST SIDE SEWER PROJECT, SECTION <br />INTRODUCED AND GIVEN FIRST READING ON DECEMBER 12, 1949 WAS BROUGHT ON FOR CONSIDERATION. <br />CITY MANAGER REPORTED TWO WRITTEN PROTESTS ON FILE. <br />IT WAS MOVED BY HAWN, SECONDED BY DAVIS THAT THE BILL BE READ THE SECOND TIME BY TITLE <br />ONLY, WITH UNANIMOUS CONSENT OF THE COUNCIL. MOTION CARRIED UNANIMOUSLY AND THE BILL WAS READ <br />THE SECOND TIME BY TITLE ONLY. <br /> <br />I <br /> <br />IT WAS MOVED BY HAWN, SECONDED BY DAVIS THAT THE RULES BE SUSPENDED AND THE BILL BE READ <br />THE THIRD TIME BY TITLE ONLY, WITH UNANIMOUS CONSENT OF THE COUNCIL.
