AFTER FURTHER ANALYZING THE BIDS FOR LUBRICATING OIL AND DISCUSSING THE MERITS OF <br />VARIOUS TYPES OF PREMIUM OILS, IT WAS RECOMMENDED THAT THE BID OF THE SHELL OIL <br />COMPANY BE ACCEPTED FOR THEIR GOLDEN SHELL MOTOR OIL AT A PRICE OF .5225 PER GALLON <br />F.O.B. EUGENE WHICH WAS THE LOW BID FOR PREMIUM MOTOR OILS AS SUBMITTED AT THE BID <br />OPE N I N G J A N U A R Y 5, I' 950 . <br /> <br />2. <br /> <br />IT WAS BROUGHT OUT THAT A BUDGET EXPENDITuRE FOR T~E PAYMENT OF INTEREST ON OUT- <br />STANDING IMPROVEMENT WARRANTS WAS NOT INCLUDED IN THE BUDGET ALTHOUGH THE REVENUES <br />COVERING SAME WERE INCLUDED IN THE AMOUNT OF $43,237.49 AS A 10% ENGINEERING AND <br />CONTINGENCY FEE FROM ESTIMATED IMPROVEMENT PROJECTS. THIS AMOUNT WAS BUDGETED AS <br />A GENERAL REVENUE AND NOT ACTUALLY STIPULATED AS A PAYMENT FOR INTEREST ON OUTSTANDING <br />IMPROVEMENT WARRANTS. PRESENT INTEREST DUE ON THESE WARRANTS AMOUNTS TO $14,500.00 <br />AND IT WAS RECOMMENDED BY THE COMMITTEE THAT THE COUNCIL AUTHORIZE THESE INTEREST <br />PAYMENTS OUT OF THE 10% ENGINEERING AND CONTINGENCY FEES AS OUTLINED ABOVE (ATTACHED <br />HERETO IS LEGAL OPINION OF THIS EXPENDITURE BY THE CITY ATTORNEY). IT WAS BROUGHT <br />,OUT THAT IN THE 1950-51 BUDGET- AN AMOUNT ESTIMATED AT 5% OF THE TOTAL IMPROVEMENTf. <br />PROJECTS WILL BE BUDGETED AS AN EXPENDITURE FOR SUCH ITEMS. <br /> <br />I <br /> <br />3. IT WAS RECOMMENDED BY THE COMMITTEE THAT MONIES BUDGETED FOR TRAFFIC LIGHTS IN THE <br />AMOUNT OF $4,000.00 BE APPROVED FOR THE THREE INTERSECTIONS AT 6TH AND HIGH STREET, <br />7TH AVENUE AND H)GH STREET AND 7TH AVENUE AND OLIVE STREET IN THE CITY OF EUGENE, <br />WHICH $4,000.00 IS TO CONSTITUTE THE CITY'S ONE-HALF PAYMENT. THERE WAS $13,000.00 <br />BUDGETED IN THE STREET DEPARTMENT FOR TRAFFIC LIGHTS IN THE 1949-50 BUDGET OF WHICH <br />$5,781.93 WAS PAID TO THE C & S ELECTRIC COMPANY FOR PREVIOUS INSTALLATIONS, LEAVING <br />A BALANCE OF $7,218.D7, WHICH AFTER DEDUCTING THE ABOVE EXPENDITURE OF 84,000.00 <br />WILL LEAVE: A FINAL BALANCE OF $3,218.07. PREVIOUS CONTRACT WITH THE STATE H,IGHWAY <br />DEPARTMENT FOR THE INSTALLATION OF TRAFFIC SIGNALS AT SEVEN INTERSECTIONS ON FRANKLIN <br />BLVD. OBLIGATED A FURTHER PAYMENT OF $10,071.42, WHICH HAVE NOT BEEN COMPLETED AND <br />WHICH UNDER THIS PLAN WOULD REMAIN TO BE PAID UNDER THE 1950-51 BUOGET, NOTICE OF <br />WHICH HAS BEEN GIVEN TO STATE HIGHWAY OFFICIALS IN SALEM." <br /> <br />IT WAS MOVED BY CRUMBAKER, SECONDED BY HAWN THAT THE BID OF THE SHELL OIL COMPANY ON <br />GOLDEN SHELL OIL AT $.5225 P~R GALLON BE ACCEPTED. <br /> <br />AFTER SOME DISCUSSION COUNCILMEN CRUMBAKER AND HAWN AGREED TO WITHDRAW THE MOTION. <br /> <br />IT WAS MOVED BY GODLOVE, SECONDED BY DAVIS THAT THE CITY CONSIDER THE FEDERAL GOVERNMENT <br />SPECIFICAT(ON 2-104B AND VARIOUS OTHER GOVERNMENTAL SPECIFICATIONS ON GASOLINE ENGINE LUBRICANTS; <br />ESTABLISH A SPECIFICATION FOR THE CITY OF EUGENE AND RE-ADVERTISE FOR BIDS ON THE SPECIFICATION <br />ADOPTED.
