METCALF BE APPROVED. THIS PLAT, <br />DEEDED JANUARY 9, 1950 HAS BEEN APPROVED BY THE PLANNING ~OMMISSION AND PROVIDES FOR THE <br />OPENING Of uRANT STREET AND GARFIELD STREETS FROM 18TH TO 16TH AVENUES AND ALSO THE OPENING <br />OF 17TH AVENUE FROM CHAMBERS TO GARFIELD. ONE OF THE MAIN AOVANTAGES OF APPROVING THIS <br />PLAT IS THE EARLY ACQUISITION OF RIGHTS-OF-WAY TO AFFORD. SURFACE DRAINAGE TO THAT ENTIRE <br />AREA. <br /> <br />IT WAS RECOMMENDED THAT THE PROPOSED ANNEXATION AS SUBMITTED BY MR. FRANK KINNEY BE NOT <br />APPROVED AT THIS TIME. AFTER DRIVING OVER THE AREA IT WAS FELT THAT THIS INVOLVED TOO MUCH <br />OF AN UNIMPROVED DISTRICT WHICH EXTENDED TOO FAR A DISTANCE OUTSIDE OF THE PRESENT CITY <br />tlMITS AND THAT THE VALUES INVOLVED WOULD NOT IN ANY MANNER JUSTIFY THE IMPROVEMENTS INVOLVED <br />IN BEING ANNEXED TO THE CITY Of EUGENE AT THIS TI~E. <br /> <br />IT WAS RECOMMENDED THAT THE SUBDIVISION AS SUBMITTED BY MR. ARTHUR V. OLSON FOR THE <br />REPLATTING Of THAT AREA BETWEEN COLLIER STREET AND UNIVERSITY STREET AND 28TH STREET AT <br />HUMBERT STREET IN THE SECOND ADDITION TO CITY OUTLOOK BE FURTHER REVIEWED IN AN ENDEAVOR <br />TO RETAIN ELINOR STREET AS NOW PLATTED AND TO DIVIDE THE LOTS TO 75-fOOT FRONTAGES AND TO <br />DIVIDE THE LOTS MIDWAY AFFORDING LOTS FACING COLLIER, ELINOR AND UNIVERSITY STREET WITH <br />6000 SQUARE FEET EACH. THIS SUGGESTED PLAN WOULD ELIMINATE THE EXPENSE OF ONE STREET AND <br />WOULD ADHERE TO THE PRACTICE OF HAVING LOTS BEAR THE EXPENSE fOR PAYMENT FOR IMPROVEMENTS. <br />MR. OLSON WILL BE CONTACTED FOR FURTHER STUDY OF THIS SUBDIVISION. <br /> <br />I <br /> <br />IT WAS RECOMMENDED THAT THE PETITIONS FOR SIDEWALKS ON THE NORTH SIDE OF 18TH AVENUE <br />FROM CHAMBERS TO CITY VIEW STREET BE APPROVED. THESE PETITIONS CONTAIN 66.96% OF THE <br />ADJACENT PROPERTY AND ARE BADLY NEEDED TO SERVE THAT AREA AND THE WESTMORELAND SCHOOL." <br /> <br />IT WAS MOVED BY CRUMBAKER, SECONDED BY HAWN THAT THE REPORT OF THE PUBLIC WORKS COMMITTEE <br />BE ADOPTED. MOTION CARRIED. <br /> <br />8 <br /> <br />A REPORT OF THE HEALTH AND RECREATION LOMMITTEE - RE: SUMMER RECREATION PROGRAM, PARKS, <br />ETC. WAS SUBMITTED AND READ AS FOLLOWS: <br /> <br />"A MEETING OF THE HEALTH AND RECREATION COMMITTEE WAS HELD THURSDAY NOON, FEBRUARY <br />23, 1950 WITH THE fOLLOWING PRESENT. COUNCILMAN ALLEN (~HAIRMAN); COUNCILMEN BOOTH AND <br />SMITH; MAYOR JOHNSON; CITY MANAGER, CITY RECORDER AND PARK AND RECREATION SUPERINTENDENT. <br /> <br />MR. GEORGE E. OWEN Of 300 JEFfERSON HAS EXPRESSED HIS WILLINGNESS TO GIVE THE CITY <br />OF EUGENE A TRACT OF GROUND CONTAINING APPROXIMATELY FIVE ACRES ON THE WILLAMETTE RIVER <br />AT THE NORTH END OF JEFFERSON STREET. MR. OWEN HAS STIPULATED THAT THIS GROUND IF DEEDED <br />TO THE CITY SHOULD BE USED fOR PARK AND RECREATION PURPOSES WHICH, IF DESIRED WOULD INCLUDE <br />THE ESTABLISHMENT OF A MUNICIPAL ROSE GARDEN. THIS TRACT OF GROUND WAS REViEWED BY THE <br />COMMITTEE AND IT WAS RECOMMENDED THAT THE CITY INVESTIGATE THE POSSIBILITY Of THIS PROJECT <br />FURTHER WITH MR. aWEN AS TH~ POSSIBILITIES OF A BEAUTIFUL RECREATIONAL AREA WERE VERY <br />APPARENT. <br /> <br />I <br /> <br />THE CITY'S POLICY WAS AGAIN REVIEWED PERTAINING TO SOfTBALL, BASKETBALL, PEE WEE <br />BASEBALL AND SUCH PROGRAMS SPONSORED INDIVIDUALLY THROUGHOUT THE CITY. IT WAS AGREED THAT <br />THE CITY SHOULD CONTINUE THEIR POLICY OF FURNISHING THE FACILITIES FOR SUCH PROGRAMS AND <br />IN PARTICULAR THAT THESE FACILITIES SHOULD BE MADE AVAILABLE TO ALL CHILDREN AND NOT TO <br />ANY PARTICULAR GROUPS. IT WAS AGREED THAT NECESSARY SUPERVISION TO INSURE REGULATED PRO- <br />GRAMS BE FURNISHED BY THE PARKS AND RECREATION DEPARTMENT AS HAS BEEN IN THE PAST. <br /> <br />PLANS TO UTILIZE THE CIVIC STA~IUM ON SOUTH WILLAMETTE STREET FOR THE USE OF SOFTBALL <br />DURING THE COMING SEASON WERE REVIEWED AND IT WAS RECOMMENDED THAT THE PARKS AND RECREATION <br />DEPARTMENT PROCEED WITH THE PROGRAM OF UTILIZING THE CIVIC STADIUM FOR SOFTBALL AS RECENTLY <br />AGREED UPON AND APPROVED BY THE D'STRICT No.4 SCHOOL BOARD. EXPENSES TO AFFORD THESE <br />FACILITIES AT CIVIC STADIUM WOULD AMOUNT TO APPROXIMATELY $500.00 AND FUNDS ARE AVAILABLE <br />IN THE PRESENT BUDGET UNDER CAPITAL OUTLAY FOR THIS EXPENDITURE. TWILIGHT LEAGUES AND <br />COMMUNITY SOFTBALL WILL CONTINUE AT WASHINGTON PARK BUT THE NIGHT GAMES WILL BE SCHEDULED <br />AT THE CIVIC STADIUM WITH THE PROVISION THAT NO INNING WILL START LATER THAN 10:15 TO BE <br />ASSURED THAT ALL GAMES WILL END AT THE PREVIOUSLY RECOMMENDED HOUR OF 10:30 P.M. <br /> <br />THE POSSIBILITY OF REMODELING THE BARN AT THE HILYARD STREET STABLES WAS DISCUSSED <br />ANO IT WAS BROUGHT OUT THAT AN EAST SIDE RECREATIONAL CENTER COULD BE VERY ADVANTAGEOUSLY <br />OEVELOPED AT A COST OF APPROXIMATELY $10,000.00. THIS RECREATIONAL CENTER WOULD AffORD <br />SIMILAR FAC! LITIES TO THAT Of THE WASHINGTON STREET RECREATIONAL CENTER AND WOULD FIT IN <br />WITH THE FUTURE PLAN DEVELOPMENT OF THE SOUTH AMAZON AREA. TENTATIVE PLANS FOR THE <br />REMODELING OF THIS BUILDING INTO A COMMUNITY CENTER ARE PREPARED AND THE ENTIRE PROJECT <br />IS READY FOR COUNCIL AND BUDGET STUDY fOR THE COMING YEAR. <br /> <br />I <br /> <br />TENTATIVE PLANS WERE PRESENTED FOR HENDRICKS PARK TO DEVELOP THE NATURAL FEATURES Of <br />THE PARK WHICH ENTAILS NO IMMEDIATE ACTION BUT ULTIMATE APPROVAL OF THE COUNCIL AND BUDGET <br />COMMITTEE IN THE OVER-ALL LONG-RANGE DEVELOPMENT OF THIS PARK. THIS DEVELOPMENT WILL <br />CONSIST OF CUTTING AND CLEARING SOME OF THE AREA OF TREES AND RE-PLANTING WITH A COLLECTION <br />OF GYMNOSPERMS OR CONE-BEARING PLANTS AND BROAD-LEAFED EVERGREEN PLANTS CREATING AN <br />ARBORETUM WHICH WOULD BE USED FOR EDUCATION AND NATURE STUDY GROUPS. ULTIMATE DEVELOPMENT <br />OF THIS PARK FOR THE LOCAL BEAUTY AND RETAINING THE EXISTING NATIVE FLORA AND TOPOGRAPHIC <br />FEATURES OF THE PARK. <br /> <br />,. ".;<"''; ~ .... ;,;:;, . '.
