PUCKEY, CHIEF AIRPORT ARCHITECT, C. A. A.; JAKE FRYBERGER, DISTRICT
AIRPORT ENGINEER, C.A.A., SALEM; H. C. RINARD, OFFICIAL IN CHARGE, WEATHER BUREAU; BOYD
BAKER, MGR. OfFICIALS AND WEATHER BUREAU OFFICIALS, ESTIMATED
FUTURE NEEDS IN CONNECTION WITH ENLARGING THE FACILITIES AT THE PRESENT UNITED 'AIRLINES
TERMINAL BUILDING If TAKEN OVER BY THE CITY OF EUGENE AND ALSO TO DISCUSS WITH C.A~A.
OFFICIALS THE POSSIBILITY Of FINANCING THIS PROJECT ON THE REGULAR 56% (FEDERAL) 44%
(CITY) BASIS.

C.A.A. OFFICIALS ADVISED THAT SINCE AUGUST OF 1950, FEDERAL FUNDS HAD BEEN FROZEN
RELATIVE TO NEW ADMINIS~RATI6N BUILDINGS AND THAT EACH PROJECT HAD TO BE 'SUBMITI8D UPON
ITS OWN MERIT RELATIVE TO ITS RELATED NEED TO AVIATION OPERATIONS AND THE NATIONAL DEFENSE.

MR. RICHARD PUCKEY, CHIEF OF THE AIRPORTS DIVISION OF THE C.A.A., SEATTLE, REVIEWED
THE PAST AND PRESENT PLANNING FOR THE DEVELOPMENT OrMAHLON SWEET AIRPORT WITH RELATION
TO ESTABLISHING' AN ADMINISTRATION BUILDING ON THE EAST SIDE OF THE FIELD AS SHOWN IN
THE MASTER PLAN, HOWEVER, IT WAS BROUGHT OUT IN THIS DIS~USSION THAT THE ENLARGEMENT OF
THE UNITED AIRLINES TERMINAL ON THE SOUTH SIDE OF THE FIELD AT THE PRESENT TIME WOULD
AFFORD MUCH NEEDED ADDITIONAL FACILITIES FOR THE C.A.A. AND WEATHER BUREAU AT A MINIMUM
EXPENSE AND USAGE OF CRITICAL MATERIALS. IT SEEMED TO BE THE CONSENSUS OF OPINION OF
THOSE ~RESENT THAT THE DEVELOPMENT O~ THE UNITED AIRLI~ES TERMINAL FOR IMMEDIATE USE AS
OUTLINED ABOVE WAS THE ONLY PRACTICAL SOLUTION AVAILABLE TO THE CITY AND C.A.A. UNDER
PRESENT CONDITIONS. IT WAS AGREED THAT WHEN THE TIME CAME TO DEVELOP THE EAST SIDE IN
ACCORDANCE WITH THE MASTER PLAN THAT ALL FACILIT'IES SHOULD MOVE AT ONE TIME RATHER THAN
HAVE A PERIOD OF SAY, TEN YEARS OR MORE WHEREIN THE ADMINISTRATION BUILDING WOULD BE

I

~
