<br />C.A.A. OFFICIALS ADVISED THAT SINCE AUGUST OF 1950, FEDERAL FUNDS HAD BEEN FROZEN
<br />RELATIVE TO NEW ADMINIS~RATI6N BUILDINGS AND THAT EACH PROJECT HAD TO BE 'SUBMITI8D UPON
<br />ITS OWN MERIT RELATIVE TO ITS RELATED NEED TO AVIATION OPERATIONS AND THE NATIONAL DEFENSE.

<br />THE PAST AND PRESENT PLANNING FOR THE DEVELOPMENT OrMAHLON SWEET AIRPORT WITH RELATION
<br />TO ESTABLISHING' AN ADMINISTRATION BUILDING ON THE EAST SIDE OF THE FIELD AS SHOWN IN
<br />THE MASTER PLAN, HOWEVER, IT WAS BROUGHT OUT IN THIS DIS~USSION THAT THE ENLARGEMENT OF
<br />THE UNITED AIRLINES TERMINAL ON THE SOUTH SIDE OF THE FIELD AT THE PRESENT TIME WOULD
<br />AFFORD MUCH NEEDED ADDITIONAL FACILITIES FOR THE C.A.A. AND WEATHER BUREAU AT A MINIMUM
<br />EXPENSE AND USAGE OF CRITICAL MATERIALS. IT SEEMED TO BE THE CONSENSUS OF OPINION OF
<br />THOSE ~RESENT THAT THE DEVELOPMENT O~ THE UNITED AIRLI~ES TERMINAL FOR IMMEDIATE USE AS
<br />OUTLINED ABOVE WAS THE ONLY PRACTICAL SOLUTION AVAILABLE TO THE CITY AND C.A.A. UNDER
<br />PRESENT CONDITIONS. IT WAS AGREED THAT WHEN THE TIME CAME TO DEVELOP THE EAST SIDE IN
<br />ACCORDANCE WITH THE MASTER PLAN THAT ALL FACILIT'IES SHOULD MOVE AT ONE TIME RATHER THAN
<br />HAVE A PERIOD OF SAY, TEN YEARS OR MORE WHEREIN THE ADMINISTRATION BUILDING WOULD BE
