WILLIAMSON FROM <br />THE PROPERTY DEPARTMENT OF UNITED AIRLINES IN SAN FRANCISCO CONFIRMED PREVIOUS STATEMENTS <br />MADE BY UNITED AIRLINES OFFICIALS THAT UNITED AIRLINES COULD 'NOT AFFORD TO MOVE TO THE <br />EAST SIDE AND THAT THEY COULD NOT FORESEE AT ANY FUTURE DATE UP TO TEN YEARS OR MORE <br />WHEN THEY WOULD BE IN FAVOR OF OPERATING THEIR PASSENGER AND FREIGHT OPERATIONS AS <br />OUTLINED IN THE MOVE TO THE EAST SIDE OF THE FIELD. <br /> <br />THE FOLLOWING PROPOSAL WAS MADE BY MR. WILLIAMSON Of UNITED AIRLINES TO THE CITY <br />OF EUGENE: THE INSURED VALUE OF THE PRESENT UNITED AIRLINES TERMINAL AT MAHLON SWEET <br />AIRPORT IS LISTED AT $53,435. THIS BUILDING WAS BUILT IN 1943 BY UNITED AIRLINES UNDER <br />A 20 YEAR LEASE WITH THE CITY OF EUGENE, ORIGINAL COST AS ESTIMATED BY GRAHAM SMITH - <br />$30,084.84 (INCLUDING A $3,500 DONATION BY THE LUMBERMEN'S ASSOCIATION.) <br /> <br />UNITED AIRLINES WILL SELL THIS TO THE CITY OF EUGENE FOR A PRICE OF $35,000 OF WHICH <br />$20,000 WOULD BE CASH AND THE BALANCE OF $15,000 AMMORTIZED OVER A PERIOD OF SIX YEARS <br />AND THREE MONTHS AT A RATE OF $200 PER MONTH (PLUS $40.00 PER MONTH FOR UTILITIES.) <br />TOTAL RENT - $240.00 PER MONTH. THIS RENTAL PRICE IS BASED UPON UNITED AIRLINES USING <br />1200 SQUARE FEET AT $2.40 PER SQUARE FOOT PER YEAR. THE PROPOSAL OUTLINED ABOVE IS <br />ATTACHED HERETO IN LETTER FROM UNITED AIRLINES UNDER DATE OF JANUARY 22, 1951. <br /> <br />I <br /> <br />IN ESTABLISHING THE RENTAL FIGURE OF $2.40 PER SQUARE FOOT PER YEAR, IT IS FELT <br />THAT THIS IS AN EQUITABLE FIGURE AS UNITED AIRLINES IS PAYING $1.50 PER SQUARE FOOT IN <br />SALEM AND THEIR RATES RUN UP TO $3.00 PER SQUARE FOOT IN MONTEREY, CALIFORNIA AND IT IS <br />AGREED BY THE COMMITTEE THAT $2.40 SHOULD BE A FAIR AND EQUITABLE RENTAL AND THAT THIS <br />RENTAL WOULD COVER LIGHTS, HEAT AND WATER FOR WHICH THE $40.00 PER MONTH AS STIPULATED <br />ABOVE WOULD BE USED. <br /> <br />IN PLANNING THE ADDITIONS TO THIS TERMINAL BUILDING, WEST COAST AIRLINES WOULD <br />OCCUpy AN AREA OF APPROXIMATELY 350 SQUARE FEET AND APPLYING THE SAME RENTAL BASIS AS <br />UNITED AIRLINES OF $2.40 PER SQUARE FOOT, THEIR RENTAL WOULD AMOUNT TO $840 PER YEAR. <br />WEST COAST AIRLINES OWNS THE PRESENT BUILDING ADJACENT TO THE UNITED AIRLINES TERMINAL <br />AND MR. BOYD BAKER, MANAGER, STATED HE WOULD PRESENT THIS ENTIRE PLAN TO THE OFFICIALS <br />OF WEST COAST AIRLINES AND GIVE THEIR REACTIONS TO THE COUNCIL IN THE NEAR FUTURE. <br /> <br />ALL SPACE NEEDED FOR C.A.A. FACILITIES AS OUTLINED BY C.A.A. OFFICIALS TOTAL 1,268 <br />SQUARE FEET AND WEATHER BUREAU OFFICIALS STIPULATED 937 SQUARE FEET NEEDED FOR WEATHER <br />BUREAU OPERATIONS. MR. GRAHAM SMITH, ARCHITECT WHO DESIGNED THE ORIGINAL BUILDING WAS <br />CALLED IN TO GO OVER THESE PLANS WITH MR. SUNDBERG, AIRPORT ARCHITECT AND MR. SMITH <br />AGREED TO HAVE PRELIMINARY SKETCHES OF THE PROPOSED ADDITIONS IN ACCORDANCE WITH C.A.A. <br />SPECIFICATIONS AND PRESENT NEEDS PREPARED AT AN EARLY DATE FOR COUNCIL CONSIDERATION AND <br />C.A.A. APPROVAL." <br /> <br />IT WAS MOVED BY BOOTH, SECONDED BY GODLOVE THAT THE REPORT OF THE AIRPORT COMMITTEE <br />BE ADOPTED. MOTION CARRIED. <br /> <br />4 <br /> <br />A REPORT OF THE FINANCE AND PUBLIC WORKS COMMITTEE - RE: JAIL DEVELOPMENT WAS SUBMITTED <br />AND READ AS FOLLOWS: <br /> <br />I <br /> <br />"A MEETING OF THE FINANCE AND PUBLIC WORKS COMMITTEES WAS HELD AT NOON ON JANUARY <br />16, 1951 WITH THE FOLLOWING PRESENT: COUNCILMEN BOOTH, CRUMBAKER, GODLOVE, KOPPE, <br />SMITH AND SIEGENTHALER; JUDGE BARBER; MAYOR JOHNSON; OREN KING; CHIEF BROWN; HENRY <br />BEISTEL AND RALPH BEARDSWORTH, ARCHITECT. <br /> <br />THIS MEETING WAS FOR THE PURPOSE OF STUDYING A NUMBER OF ALTERNATE PLANS OF JAIL <br />DEVELOPMENT, THE FIRST BEING THAT OF CONTINUING WITH THE PRESENT PLANS Of DEVELOPING <br />THE JAIL IN THE OLD SHOP BUILDING AT 5TH AND OLIVE STREET. THE ARCHITECT ADVISED THAT <br />ESTIMATES AMOUNTED TO $110,000 FOR THE COMPLETION OF THE FIRST FLOOR AS OUTLINED IN THE <br />PLANS AT PRESENT INCLUDING FACILITIES FOR THE ENTIRE POLICE DEPARTMENT AND JAIL. HE <br />ADVISED THAT THIS INCLUDED FIXING THE ROOF, CONCRETE FLOORS AND A HEATING PLANT LARGE <br />ENOUGH TO ACCOMMODATE THE SECOND STORY DEVELOPMENT IN THE FUTURE. FUTURE DEVELOPMENT <br />UNDER THIS PROGRAM WOULD INCLUDE JAIL FACILITIES FOR WOMEN, COURT ROOM, JUDGE'S QUARTERS <br />AND ADDITIONAL OFFiCES UP ON THE SECOND FLOOR AT SUCH A TIME AS THE CITY WAS IN A <br />POSITION TO GO AHEAD AND COMPLETE THIS PROGRAM. THIS PLAN WOULD INVOLVE MOVING THE <br />ENTIRE POLICE DEPARTMENT TO THIS LOCATION AND SEGREGATING THE ADMINISTRATION OF THE <br />POLICE DEPARTMENT FROM THAT OF OTHER MUNICIPAL SERVICES IN THE CITY HALL. IT WOULD ALSO <br />INVOLVE FUTURE DEVELOPMENT OF MUNICIPAL COURT FACILITIES IN THIS BUILDING. <br /> <br />THE SECOND PLAN WAS THE POSSIBILITY OF DEVELOPING THE OLD CONCRETE RESERVOIR ON <br />TOP OF SKINNER'S BUTTE TO ACCOMMODATE A JAIL ONLY, AT AN ESTIMATED COST OF $81,000 BY <br />THE ARCHITECT. THIS PLAN WOULD INCLUDE FACILITIES FOR BOTH MEN AND WOMEN'S JAILS AND <br />DORMITORIES TO ACCOMMODATE APPROXIMATELY 16 WOMEN AND 64 MEN WITH SEPARATED COURT YARDS <br />FOR BOTH.
