<br />ON JANUARY 22, 1951 AND AT THAT TIME CONTINUED UNTIL COUNCIL MEETING OF FEBRUARY 13TH,
<br />DUE TO PROTESTS SUBMITTED BY MR. MILNE, MR. SOLBERG AND MR. JOHNSON. THIS WALK WAS
<br />INSPECTED ON FEBRUARY 3, 1951 WITH MR. MILNE, AND THE FOLLOWING RECOMMENDATION IS MADE.
<br />
<br />THAT THREE CRACKS IN THE SIDEWALK BE REPAIRED BY THE CONTRACTOR AT NO EXPENSE TO
<br />THE PROPERTY OWNERS OR TO THE CITY OF EUGENE. THESE CRACKS ARE LOCATED IN FRONT OF MR.
<br />GEORGE E. SOLBERG'S PROPERTY, 1148 CHAMBERS; D. S. MILNE'S PROPERTY, 1160 CHAMBERS AND
<br />MR. JOHNSON'S PROPERTY AT 1172 CHAMBERS. IT IS RECOMMENDED THAT COUNCIL BIL,," No. 990

<br />CONSTRUCTION COMPANY IN THE SUM OF $4,195.00 FOR THE CONSTRUCTION OF A COMFORT STATION
<br />IN UNIVERSITY PARK AND IT IS RECOMMENDED THAT THE BID SUBMITTED, BE REJECTED AND THE BID

<br />I. MR. BEARDSWORTH PRESENTED REVISED PLANS FOR THE REMODELING OF THE OLD CITY SHOP
<br />BUILDING AT 5TH AND OLIVE INTO A JAIL. THESE PLANS WOULD AFFORD SEVEN CELL BLOCKS, ONE
<br />SIXTEEN MAN DORMITORY, ONE-TWELVE MAN DORMITORY, DINING ROOM AND KITCHEN, JAILERS OFFICE,
<br />MUGGING ROOM, RECEIVING ROOM, SPECIAL DETENTION AND VISITING ROOM ON THE FIRST FLOOR AS
<br />WELL AS ~N EXERCISE YARD 53 FEET BY 65 FEET IN THE REAR OF THE BUILDING. ONE OF THE

<br />PURPOSES OF ESTABLISHING THIS EXERCISE ROOM WHICH WOULD LEAVE THE PRESENT CONCRETE WALLS
<br />AND ELIMINATE THE ROOF IS THE REDUCTION IN PRICE OF THE OVER-ALL PLAN IN THE ELIMINATION
<br />OF TWO CONCRETE FLOORS AND THE REPAIR OF THE ROOF ON THIS SECTION OF THE BUILDING. THE
<br />SECOND FLOOR OF THE JAIL WOULD CONTAIN TWO CELL BLOCKS AND A DORMITORY FOR WOMEN AS WELL
<br />AS A SPECIAL DETENTION ROOM AND A LAUNDRY. THE UPPER FLOOR WOULD ALSO ACCOMMODATE A
<br />SMALL APARTMENT FOR THE JAILER AND HIS WIFE AS WELL AS A LARGE STORAGE SPACE.
<br />
<br />THIS PLAN WOULD TAKE CARE OF THE IMMEDIATE NEEDS FOR THE HOUSING OF ALL TYPES OF
<br />PRISONERS FOR THE CITY OF EUGENE AND WOULD AFFORD PLENTY OF ROOM FOR EXPANSION FOR THE
<br />FUrURE IF NEEDED. ESTIMATES AS SUBMITTED BY THE ARCHITECT FOR THIS WORK WERE APPROXIMATELY
<br />$90,000 INCLUDING ARCHITECTS FEES, WHICH WOULD MEAN THAT APPROXIMATELY $15,000 WOULD HAVE
<br />TO BE APPROPRIATED IN THE 1951-52 BUDGET TO ADD TO THE PRESENT $75,000 FOR JAIL CONSTRUC-
<br />TION PURPOSES.
<br />
<br />THE COMMITTEE RECOMMENDED THAT THIS PLAN BE APPROVED AND THAT THE ARCHITECT BE
<br />AUTHORIZED TO PROCEED WITH DETAILED PLANS AND SPECIFICATIONS, AND TO CALL FOR BIDS AS
<br />EARLY AS POSSIBLE.
<br />
<br />2. THE FRANCHISE FOR THE NORTHWEST CITIES GAS COMPANY WAS REVIEWED AND WAS REFERRED TO
<br />THE CITY MANAGER AND CITY ATTORNEY FOR FURTHER STVDY RELATIVE TO FRANCHISE RATES AND TO
<br />BE SUBMITTED TO THE COMMITTEE AT A LATER DATE.

<br />3. THE REQUEST OF MR. WILLIAM S. FORT, ATTORNEY FOR THE DELUXE RADIO CAB COMPANY, THE
<br />TERMINAL TAXI AND THE YELLOW CAB COMPANY OF EUGENE REQUESTING AN INCREASE IN TAXI RATES
<br />WAS STUDIED AND THE EXISTING RATES FOR PORTLAND, SALEM, BEND AND EUGENE WERE NOTED AS
