<br />"A MEETING OF THE PUBLIC WORKS COMMITTEE WAS HELD AT THE EUGENE HOTEL ON TUESDAY,
<br />JANUARY 30TH WITH THE FOLLOWING PRESENT: COUNCILMAN CRUMBAKER, CHAIRMAN; COUNCILMEN
<br />GODLOVE AND KOPPE; CITY MANAGER; CITY ATTORNEY AND CITY RECORDER. ALSO IN ATTENDANCE
<br />WAS KENNETH NIELSON, PRESIDENT OF THE WEST AMAZON DRAINAGE DISTRICT.
<br />
<br />A JOINT TELEGRAM FROM SENATORS CORDON AND MORSE AND REPRESENTATIVE ELLSWORTH WAS
<br />READ AND DISCUSSED RELATIVE TO THE AMAZON PROJECT. THIS TELEGRAM ADVISED THAT THE AGENDA
<br />OF THE BOARD OF RIVERS AND HARBORS FOR THE JANUARY 31ST MEETING HAD BEEN PREPARED AND DID
<br />NOT INCLUDE THE MODIFIED AMAZON PROJECT, THAT IT WAS TOO LATE FOR INCLUSION IN THIS
<br />MEETING. IT WAS SO OUTLINED THAT AFTER THE APPROVAL OF THE BOARD OF ENGINEERS, THIS
<br />PROJECT MUST BE REFERRED TO GOVERNOR MCKAY, THEN APPROVED BY THE INTERIOR DEPARTMAND AND
<br />THE DEPARTMENT OF AGRICULTURE, AND TH~REAFTER BE ACTED UPON BY THE HOUSE AND SENATE PUBLIC
<br />WORKS COMMITTEES AND THEN PASSED BY THE SENATE AND HOUSE OF REPRESENTATIVES; THAT FINAL
<br />AUTHORIZATION MUST, OF NECESSITY, BE DELAYED FOR SEVERAL MONTHS UNDER THE MOST FAVORABLE
<br />CfRCUMSTANCES. THE PUBLIC WORKS COMMITTEES HAVE.SET A PRACTICE OF NOT REPORTING SINGLE
<br />AUTHORIZATIONS, BUT ONLY OF MAKING A REPORT WHEN THERE, ARE A GREAT MANY PROJECTS UPON
<br />WHICH THE COMMITTEES HAVE GENERAL HEARINGS. UNDER THIS PLAN, THIS PROJECT WOULD PROBABLY
<br />BE INCLUDED IN THE NEXT OMNIMOUS BILL WHICH PROBABLY WOULD NOT BE PRESENTED DURING THE
<br />PRESENT SESSION, EVEN AFTER THE PROJECT HAS BEEN AUTHORIZED BY LAW, IT STILL CARRIES NO
<br />APPROPRIATION AND BUDGET ESTIMATES HAVE TO BE PREPARED BY THE CORPS OF ARMY ENGINEERS,
<br />CLEARED BY THE BUREAU OF THE BUDGET, AND APPROVED BY THE CONGRESS IN AN APPROPRIATION BILL.
<br />THIS PROCEDURE CLEARLY SHOWS THAT THERE CAN BE NO APPROPRIATION OF ADDITIONAL FUNDS DURING
<br />THE CURRENT YEAR.
<br />
<br />THEY OUTLINED AN ALTERNATIVE PROCEDURE AVAILABLE TO THE CITY OF EUGENE AND THE
<br />DRAINAGE DISTRICT WITH RESPECT TO THE ORIGINAL PROJECT AS NOW AUTHORIZED BY LAW, PROVIDING
<br />DRAINAGE DIRECTLY INTO FERN RIDGE RESERVOIR BY A DIVERSION CANAL. THERE WAS ORIGINALLY
<br />APPROPRIATED $372,000 OF WHICH THERE IS AN UNEXPENDED BALANCE OF $318,000 WHICH CAN BE
<br />MADE AVAILABLE IF WE CAN SECURE A CERTIFICATE OF DEFENSE NECESSITY FROM THE -PRESIDENT. IF
<br />THIS CAN BE DONE, THIS AMOUNT COULD BE USED TO CONSTRUCT THE PROJECT FROM THE WEST CITY
<br />LIMITS TO AND INCLUDING THE DIVERSION CANAL TO FERN RIDGE RESERVOIR AS PROPOSED IN THE
<br />ORIGINAL PROJECT AUTHORIZATION. THE ENGINEERS ESTIMATE THE BALANCE OF THE APPROPRIATED
<br />FUNDS WILL DO THE JOB AS DESCRIBED PLUS ABOUT ONE MILE OF CHANNEL IMPROVEMENTS WITHIN THE
<br />CITY ON THAT STRETCH OF THE AMAZON WHICH WOULD NOT BE CONCRETE LINED UNDER THE NEW PLAN.
<br />To OBTAIN THESE FUNDS, HOWEVER, IN ADDITION TO SECURING THE CERTIFICATE OF DEFENSE NECES-
<br />SITY, IT WILL ALSO BE NECESSARY'FOR THE CITY AND THE DRAINAGE DISTRICT TO GUARANTEE THE
<br />LOCAL PARTICIPATION REQUIRED FOR THIS PORTION OF THE PROJECT AS SET FORTH IN THE ORIGINAL
<br />PROJECT REPORT, SENATE DOCUMENT 1,38 OF THE 79TH CONGRESS. THE CITY'S COST IN THIS CONNECT-
<br />ION WAS ESTIMATED BY THE ENGINEERS IN THEIR REPORT TO BE $39,000 FOR RIGHTS OF WAY AND
<br />$13,000 FOR CONSTRUCTION OF UTILITIES AND BRIDGES ON THAT SECTION OF THE DIVERSION CANAL
<br />BETWEEN THE DIVERSION STRUCTURE ~ND FERN RIDGE RESERVOIR, TOTALING $52,000. THIS IS THE
<br />ESTIMATED AMOUNT THE CITY WOULD BE GUARANTEEING IF THIS ALTERNATE PLAN GOES AHEAD. THEY
<br />AGREED THAT THIS ALTERNATIVE IS SIMPLY A METHOD OF SECURING IMMEDIATE, THOUGH PARTIAL
<br />RELIEF BY GOING FORTH WITH THOSE PORTIONS OF THE PROJECT PREVIOUSLY AUTHORIZED, WHICH
<br />ARE IDENTICAL TO THE SAME PORTIONS OF THE PROPOSED MODIFIED PROJECT, AND THAT THE MODIFIED
<br />PROJECT WILL STILL GO AHEAD FOR APPROVAL AS EXPEDITIOUSLY AS POSSIBLE.
<br />
<br />IN FURTHER TELEPHONE CONVERSATION WITH SENATOR CORDON OF THIS DATE, HE ADVISED THAT
<br />GENERAL WALSH HAD STATED THAT HE WOULD ENDEAVOR TO GET A VOTE FROM THE BOARD OF ENGINEERS
<br />FOR RIVERS AND HARBORS BY FEBRUARY 15TH BY A POLL VOTE. WASHINGTON REPRESENTATIVES STATE
<br />THAT GENERAL WALSH AND ALL CONCERNED HAVE NO DOUBT THAT THIS PROJECT WILL BE APPROVED BY
<br />THE BOARD OF ENGINEERS, HOWEVER, THEY STATE THIS IS ONLY THE FIRST OF A NUMBER OF HURDLES
<br />TO CROSS. HOWEVER, EVEN WITH THIS ASSURANCE, WE HAVE NO WAY OF KNOWING AT THIS TIME
<br />WHETHER THE PROPOSED REVISED PROJECT WI.LL ACTUALLY BE AUTHORIZED BY LAW AND FUNDS FOR ITS
<br />COMPLETION MADE AVAILABLE BY CONGRESS UNTIL FUTURE DATE. EVERYONE IN WASHINGTON SEEMS TO
<br />THINK THAT THERE IS NO DOUBT BUT WHAT IT WILL BE APPROVED, BUT THIS IS A CHANGE LOCAL
<br />INTERESTS WOULD HAVE TO TAKE IN AGREEING TO THE RIGHTS-OF-WAY AND OTHER REQUIREMENTS AS
<br />SET FORTH IN THE ORIGINAL PROJECT AUTHORIZATION TO OBTAIN THE PRESENT $318,000.

<br />THE TELEGRAM ALSO STATED THAT IF SATISFACTORY ASSURANCES ARE GIVEN BY LOCAL INTERESTS,
<br />THEY WILL AT ONCE MOVE TO SECURE THE NECESSARY CERTIFICATE OF DEFENSE NECESSITY AND THE
<br />RESULTANT RELEASE OF THE BALANCE OF THE AVAILABLE APPROPRIATION SO THAT WORK CAN COMMENCE
<br />WITHOUT DELAY, AND THAT TO OBTAIN SUCH CERTIFICATION, THEY SHOULD BE FURNISHED WITH THE
<br />BEST AVAILABLE DATA FOR USE IN PRESENTATION TO THE WHITE HOUSE, INCLUDING THE RELATION
<br />TO ESSENTIAL TRANSPORTATION, INTERRUPTION OF PRODUCTION IN ESSENTIAL MANUFACTURING PLANTS
<br />AND ALL INFORMATION POSSIBLE RELATIVE TO THE NEED OF THIS PROJECT FOR LOCAL INTERESTS AS
<br />WELL AS IN CONNECTION WITH NATIONAL DEFENSE. THEY STATE THAT ONE PROBLEM WHICH THEY FACE
<br />IS THAT OF TIME, AND THAT IN THEIR OPINION, IT IS ABSOLUTELY ESSENTIAL THAT PROCEEDINGS
<br />BE STARTED AT THE EARLIEST POSSIBLE MOMENT TO SECURE THE CERTIFICATE OF DEFENSE NECESSITY
<br />FOR RELEASE OF PRESENTLY APPROPRIATED FUNDS, WHICH IS A MOST DIFFICULT PROCEDURE, AND
<br />THEY URGE THE COUNCI~ TO GIVE IMMEDIATE CONSIDERATION TO THE WISDOM OF THE ALTERNATIVE
<br />AS OUTLINED ABOVE.
