<br />1951 WITH THE fOLLOWING PRESENT: COUNCILMEN CRUMBAKER, CHAIRMAN; BOOTH, GODLOVE, KOPPE
<br />AND WATSONj CITY MANAGER; CITY ATTORNEY; CITY RECORDER AND CITY ENGINEERS. ALSO IN
<br />ATTENDANCE WERE MR. RALPH RODERICK AND MR. ED GREEY, CONSULTING ENGINEERS WITH CORNELL,
<br />HOWLAND, HAYES AND MERRYFIELD.

<br />MR. RODERICK PRESENTED THE FOLLOWING RECOMMENDATI6NS TO'THE COMMITTEE RELATIVE TO
<br />THE INSTALLATION Of THE SEWAGE OUTFALL LINE fROM THE NORTH END OF POLK STREET TO THE
<br />LOCATION OF THE PROPOSED SEWAGE DISPOSAL PLANT APPROXIMATELY 11,000 fEET NORTH.
<br />
<br />THAT A 72-INCH REINFORCED CONCRETE OUTFALL LINE BE INSTALLED AT A GRADIENT OF
<br />APPROXIMATELY 1.25 FEET PER THOUSAND. CAPACITY OF THIS OUTFALL LINE WOULD BE
<br />130 C.F.S. ,TO SERVE AN ULTIMATE POPULATION OF 75,000 PEOPLE PLUS THE ESTIMATED
<br />FUTURE .INDUSTRJAL GRCWTH',OF' HIE COMMUNITY. THE CAPACITY'OF THIS OUTfI!GL'L:INE'1
<br />WOULD SERVE ALL OF THE AREA WHICH COULD, fLOW INTO AND CONNECT WITH THIS OUTFALL
<br />LINE. THE COST Of THIS OUTFALL LINE INCLUDING FABRICATION OF THE PIPES AND THE
<br />INSTALLATION COSTS AS ESTIMATED BY THE ENGINEERS IS APPROXIMATELY $406,000.

<br />IN MAKING THIS RECOMMENDATION TO THE CITY COUNCIL, THE CONSULTING ENGINEERS PRESENTED
<br />SIX ALTERNATIVES RANGING fROM A 65-INCH PIPE WITH A FALL OF 8-T.NCHES PER THOUSAND fEET,
<br />AFFORDING A CAPACITY OF 75 C. F. S. AT AN ESTIMATED COST Of $328,000 UP TO THE RECOMMENDED.
<br />SIZE Of 72-INCHES WITH A fALL Of 15-fNCHES PER THOUSAND FEET WITH A CAPACITY OF' 130 C.F.S.
<br />IT WAS EXPLAINED THAT THE SMALLER SIZE PIPE AT THE LESSER GRADIENT WOULD SERVE PRESENT
<br />NEEDS AND THAT IN THE FUTURE IF ADDITIONAL CAPACITY WAS NEEDED A PUMPING SYSTEM COULD
<br />BE INSTALLED ON THE UPPER END OF THIS OUTFALL LINE ON POLK STREET TO INCREASE THE CAPA-
<br />CITY BY PRESSURE; HOWEVER, IT WAS FELT BY THE COMMITTEE AND ALSO THE CONSULTING ENGINEERS
<br />THAT IT WAS GOOD BUSINESS FOR THE CITY OF EUGENE TO PLAN FOR THE ULTIMATE MAXIMUM POPU-
<br />LATION AND INDUSTRIAL GROWTH.

<br />IN MAKING THE RECOMMENDATION THAT THE CITY COUNCIL APPROVE THE 72-INCH SIZE OUTFALL
<br />LINE AND THAT THE ADDITIONAL EXPENSE BE AMMORTIZED OVER A PERIOD OF 40 YEARS OR MORE, IT
<br />IS FELT THAT IT WILL BE JUSTIFIED IN THE FUTURE GROWTH Of THE COMMUNITY. IT WAS
<br />RECOMMENDED BY THE COMMITTEE THAT THE CITY COUNCIL AUTHORIZE THE CITY MANAGER TO CALL
<br />FOR BIDS fOR APPROXIMATELY 11,000 FEET OF 72-INCH REINFORCED CONCRETE CULVERT PIPE,
<br />BIDS TO BE OPE~ED O~ MARCH 21, 1951 AND TABULATED FOR COUNCIL ACTION AT THE COUNCIL
<br />MEETING ON MARCH 26TH.

<br />IN CALLING FOR BIDS fOR THIS CONCRETE PIPE AT THIS TIME, IT WILL GIVE THE SUCCESS-
<br />FUL BIDDER AN OPPORTUNITY TO START FABRICATING THIS PIPE IN TIME fb MAKE 'PROPER DELIVERY
<br />AND INSTALLATION THIS SUMMER, AND THAT BIDS FOR THE EXCAVATION AND INSTALLATION Of THE
<br />PIPE WOULD BE CALLED FOR AT THE EARLIEST TIME POSSIBLE FOR INSTALLATION THIS SUMMER.
<br />
<br />IN THIS CONNECTION, THE COMMITTEE RECOMMENDED THAT THE CITY MANAGER BE' INSTRUCTED
<br />TO PROCURE EASEMENTS fOR THIS OUTfALL LINE AND ALSO TO PURCHASE OR OBTAIN AN OPTION
<br />TO PURCHASE THE SITE fOR THE SEWAGE DISPOSAL PLANT.
<br />
<br />MR. RODERICK ALSO RECOMMENDED THAT BIDS BE CALLED FOR TWO 35,000 G.P.M. PUMPS
<br />FOR INSTALLATION AT THE NORTH END Of POLK STREET TO BE USED IN CONNECTION WITH THIS
<br />SEWAGE DISPOSAL PROGRAM. THE INSTALLATION Of THESE PUMPS WOULD GREATLY RELIEVE THE
<br />ENTIRE COMBINED SEWAGE'SYSTEM Of.THE.CITY Of' EUGENE IN THAT DURING H,IGH WATER, IT
<br />WOULD HAVE A PUMPING CAPACITY OF 70,000 G.P.M. THIS PUMPING SYSTEM WOULD BE INSTALLED
<br />THIS SUMMER FOR USE PRIOR TO NEXT WINTER1S HIGH WATER AND WOULD BE USED DURING ALL HIGH
<br />WATER IN CONNECTION WITH OUR SEWAGE DISPOSAL PROGRAM.
